(7) Use the milliohmmeter to make sure there is a maximum of 0.010 ohms
between the rudder and the vertical fin.

(8) Apply some of the corrosion preventive compound to the hinges before
you install them.

(9) Install the hinge bolt, countersunk washer, and the nut that
connects the fin hinge segment to the bearing bar.
(a) HINGES 1 AND 2;
Tighten the hinge bolt to 95 to 110 pound-inches.
(b) HINGES 3, 4, 5, 6, AND 7;
Tighten the hinge bolt to 60 to 85 pound-inches.
(c) Continue to turn the nut until it aligns with the cotter pin
hole.
NOTE: For hinges 1 and 2, the maximum permitted torque is 190____
pound-inches.
For hinges 3, 4, 5, 6, and 7, the maximum permitted
torque is 140 pound-inches.
(d) Install the cotter pin in the bolt.

HINGE 2; Install shims between the bearing bar and the rudder hinge segment (2 locations).
(a)
Make sure the clearance between the bearing bar and the rudder hinge segment is less than 0.005 inch.
NOTE: Measure the clearance before you tighten the bolts.
