2.2 对航空器负责人的要求 2.2 Requirements for persons in charge of aircraft
2.2.1 在入、出中国国境之前，航空器负责
人应事先向相关口岸的边防检查站报告航空器
抵、离口岸的时间，并提供机组、乘客名单各
一份。
2.2.1 Persons in charge of aircraft shall notify in advance the
frontier inspection station concerned of the arrival/departure time
of aircraft entering/leaving China, and furnish the station with a
name list of the crew and passengers;
2.2.2 在以下时间内，未经中国边防检查机
关许可，航空器不准上下人员、装卸物品：
1) 航空器抵达中国口岸，尚未经过入境边防
检查时；
2) 已经过出境边防检查，航空器尚未离开口
岸时。
2.2.2 Without the approval of Chinese frontier inspection
administration, no persons, cargoes or articles may be taken on
board or discharged from the aircraft within the following period:
1) From the time the aircraft arrives at China’s airport to the time
prior to entry frontier inspection;
2) From the time after exit frontier inspection of aircraft to the
time of its departure.
2.2.3 航空器抵达或离开中国口岸时，集中
交验机组人员的护照，协助中国边防检查机关
对航空器实施检查，并督促机组人员服从边防
检查站的检查和管理。
2.2.3 When aircraft arrive at or depart from Chinese airports,
passports of crew members shall be collected together and
submitted to frontier inspection officer for unified examination,
assistance shall be rendered to Chinese frontier inspection
administration in the conduct of inspection and supervision over
crew in observing the inspection and management conducted by
frontier inspection station.
2.2.4 在航空器抵达中国口岸前，协助发放
并督促旅客填妥《入境登记卡》。
2.2.4 Before the arrival of aircraft at Chinese airports,
assistance shall be offered in giving out Entry Cards and urging
passengers to fill them out.
2.2.5 航空器载有下列人员时，应当负责将
其载运出境，并承担相关的法律责任和费用：
1) 未持有效国际旅行证件或中国签证的人
员；
2.2.5 Aircraft shall undertake the removal, the liability and
corresponding expenses when carrying the following categories of
persons:
1) A person failing to hold valid international travel document or
Chinese visa;

2) 持用伪假护照、签证，偷越中国国（边）
境的人员；
3) 中国政府不准入境的人员。
2) A person holding a forged passp ort or visa in an attempt to
illegally cross China's border;
3) A person who is denied entry by the Chinese government.
2.2.6 出境、入境的航空器，由于不可预见
的紧急情况或者不可抗拒的原因，临时改变航
线驶入其他机场口岸或者地区的，必须立即向
附近的边防检查站或者当地公安机关报告并接
受其检查和监护；在驶入原因消失后，必须立
即按照通知的时间和路线离去。
2.2.6 Where aircraft leaving or entering China have temporarily
altered their routing and flown into any other airports or areas other
than the intended ones under unforeseeable emergency situations or
owing to force majeure, they shall report at once to the frontier
inspection station nearby or to the local public security authorities
and accept their inspection and supervision, and once the causes
that bring about their entry no longer exist, they shall depart within
the time and along the routes as they are notified of.
2.2.7 航空器负责人的义务，部分可由其所
属交通运输部门派驻航空港的代表或者代理人
代为履行。
2.2.7 Some of the obligations of persons in charge of aircraft
can be fulfilled by the representatives or agents of the
communication and transportation departments stationed at
airports.
3. 卫生检疫要求
3. Health and quarantine requirements
3.1 入境人员应如实填写《入境检疫申明
卡》，并向入境口岸的检验检疫机构申报。
3.1 Persons when entering shall fill out the Entry Quarantine
Declaration Card and declare to the local inspection and quarantine
authority at the entry port.
3.2 来自黄热病疫区的人员，入境时必须
出示有效的黄热病预防接种证书。
3.2 People coming from a yellow fever infected area are
required to present valid certificate of inoculation against yellow
fever upon entry.
3.3 对无有效的黄热病预防接种证书的入
境人员，检验检疫机构可以从该人员离开感染
环境的时候算起实施六日的留验，或者实施预
防接种并留验到黄热病预防接种证书生效为
止。
3.3 For those without valid certificate of inoculation against
yellow fever, the inspection and quarantine authority may exercise
check-up detention for a period of 6 days counting from the day
they left the epidemic place or they may have on-site inoculation
against yellow fever and stay until the certificate comes into effect.
