4.1 国家航空器和专机
4.1 State aircraft and special flight
4.1.1 国家、政府领导人和其他要员专机, 国
家、军用航空器及特殊飞行的申请应至少提前
7 个工作日通过外交途径向中华人民共和国外
交部提交。
4.1.1 The application for a special flight of head of State, head
of government or any other VIP, state aircraft, military aircraft or
other special flight shall be submitted no less than 7 workdays prior
to the operation through diplomatic channel to the Ministry of
Foreign Affairs of the People’s Republic of China.
4.1.2 需要资料 4.1.2 Document requirements
1) 航空器 1) Aircraft
a. 航空器所有人和经营人及其国籍，地址；
b. 机型；
c. 航空器国籍和注册标志；
d. 无线电话用呼号；
e. 航空器属性。
a. The owner and operator of aircraft and their nationality,
addresses;
b. Type of aircraft;
c. Nationality and registration marks of aircraft;
d. Radiotelephony call sign;
e. Nature of the aircraft.
2) 飞行计划 2) Flight plan
a. 航空器起飞、到达地点、日期、时刻（协
调世界时）；
b. 进、出国境点及中国境内的详细航路。

b. Entry/exit points and detailed routes within the territory of
the People’s Republic of China.

4) 航空器机组成员的姓名、职务和国籍及机

4.2 定期航班飞越
4.2 Overflight of a scheduled flight
4.2.1 定期航班飞越我国领空应至少提前30
个工作日向中国民用航空总局（航空固定服务
/SITA 地址: ZBBBZGZX/BJSZGCA）申请，
如首次开通飞越中华人民共和国领空的正班飞
行及在中华人民共和国境内航路改变应至少提
前60 个工作日申请。
4.2.1 The application for a scheduled flight overflying the
territory of the People’s Republic of China shall be submitted to
CAAC (AFS/SITA address: ZBBBZGZX/BJSZGCA) for approval
at least 30 workdays in advance, or 60 workdays in advance if it is
an inaugural service for a regular flight overflying the territory of
the People’s Republic of China or if there is a change in the routing
within the territory of the People’s Republic of China.

1) 航空器所有人和经营人及其国籍，地址；
2) 航班号，机型，班期，航空器起飞、到达
地点及时刻（协调世界时）；
3) 进、出国境点/时间及中国境内的详细航
路；
4) 起止日期；
5) 飞行目的；
6) 收费地址及其他内容。
1) Nationality, the owner and operator of aircraft and their
nationality, addresses;
2) Flight number, type of aircraft, schedule, departure/arrival
aerodrome, date, and time (UTC);
3) Date and time (UTC) of overflying the entry /exit points and
routes in detail within the territory of the People’s Republic of
China;
4) Effective periods;
5) purpose of flight;
6) Billing address and other information.
4.3 不定期和私人飞越飞行
4.3 Overflight of a non-scheduled and private flight
4.3.1 外国民用航空器的不定期或私人飞越
飞行应至少提前7 个工作日向中国民用航空总
局(航空固定服务/ SITA 地址: ZBBBZGZX/
BJSZGCA) 申请；如该航空器属热气球、动力
伞、滑翔机、飞艇等可控性差的航空器，其飞
行申请应提前30 个工作日通过外交途径向中
华人民共和国外交部提交。
4.3.1 The application for a foreign civil aircraft to operate nonscheduled
or private overflight operation shall be submitted to
CAAC (AFS/SITA address: ZBBBZGZX/BJSZGCA) no less than
7 workdays prior to the operation; and if the said aircraft has poor
maneuverability, such as hot-air balloon, powered-umbrella, glider,
airship, etc, the application shall be submitted to the Ministry of
Foreign Affairs of the People’s Republic of China through
diplomatic channel no less than 30 workdays prior to the operation.

注：如该航空器属可控性差的航空器应提供其
性能、设备。
Note: Performance and equipment of the aircraft are required to
advise together with the application if it has poor
maneuverability.
