3.2 For all flights overflying the FIRs (AOR) of the People’s
Republic of China, and for China-bound flights (excluding item
3.1) taking off and landing within the territory of the People’s
Republic of China, their en-route charges shall be billed to users by
Air Traffic Management Bureau of CAAC on a monthly basis.

Contingency arrangements in conjunction with the trial application in the implementation of the
Sanya Area of Responsibility (AOR) and the revised South China Sea ATS route structure for air
traffic operations between Sanya AOR and Hanoi, Ho Chi Minh, Hong Kong and Manila flight
information regions (FIRS)

1. 介绍
1.1 自2001 年11 月1 日19:30 协调世界
时起生效并延续3 年期限,以下修改的应急
安排用于对三亚责任区(AOR)与河内、胡
志明、香港及马尼拉飞行情报区(FIRS)之
间的空中交通活动实施管理。这些安排已经
国际民航组织协调并代替以前的应急安排。
香港AOR 自2001 年11 月1 日19:30 协调世
界时起中止。
1.2 有关对空中交通服务航路A1 和区域
导航航路P901 的空中交通活动进行管理的应
急安排(见以下第3 款)保留不变。但随着
三亚AOR和南中国海地区区域导航航路的实
施,有必要将某些变化纳入应急安排,以便
能够在修改的空中交通服务航路上实施空中
交通活动。此类变化包含在以下第4 和5 款。
2. 三亚责任区的试运行
2.1 自2001 年11 月1 日19:30 协调世界
时起生效并延续3 年期限,将启用三亚AOR,
其侧向边界自N2030 E10800 - N2000 E10800

1. Introduction
1.1 With effect from 1 November 2001 at 1930 UTC and
extending for a period of three (3) years, the following revised
contingency arrangements shall govern air traffic operations
between the Sanya AOR and the Hanoi, Ho Chi Minh, Hong
Kong and Manila Flight Information Regions (FIRs). These
arrangements have been coordinated by ICAO and supercede
previous contingency arrangements. With effect from 1930 UTC
on 1 November 2001 the Hong Kong AOR is suspended.
1.2 The contingency arrangements (paragraph 3 below)
governing air traffic operating on ATS route A1 and RNAV route
P901 remain unchanged. However, with the trial application in
the implementation of the Sanya AOR and RNAV routes in the
South China Sea area, there is a requirement to incorporate
certain changes to the contingency arrangements in order to
enable air traffic to operate on the revised ATS route structure.
These changes are contained in paragraphs 4 and 5 below.
2. Trial application in the implementation of the Sanya
Area of Responsibility (AOR)
2.1 With effect from 1930 UTC on 1 November 2001 and
extending for a period of three (3) years, the Sanya AOR will be
implemented with lateral boundaries from N2030 E10800 -
N2000 E10800 - (to be advised) - N182028 E1074053 - N1650

E11103.0 - N1434.0 E11155.5 - N1430 E11200
- N1430 E11400 - MIGUG(N1516.4 E11400.0)
- N1640 E11400 - N1930 E11130 - N2030
E11130 至N2030 E10800。
2.2 所有进入三亚AOR 的飞行均必须在
指定报告点前5 分钟内与三亚区域管制中心
(ACC)建立双向无线电通信。有关空中交
通服务的详细资料,包括责任单位、责任区、
服务种类等及管制区、管制地带和航路说明
将以中国AIP 修订资料形式提供。
2.3 搜寻援救服务
2.3.1 责任单位-三亚援救协调中心(RCC)。
2.3.2 责任区范围-与三亚AOR 重合。
2.3.3 有关搜寻援救服务的详细资料,包括
