“The Russian Federation’s policy respecting charges at State airports and air navigation tariffs is based on the
provisions of Article 15 of the Convention on International Civil Aviation and on the principles recommended by the
Council of ICAO.
Implementation of the tariff system in the Russian Federation is founded on the economic necessity to offset costs
related to the operation of airports and air navigation facilities, with due regard to their development.
Tariff levels for State airports and air navigation facilities in the Russian Federation are reviewed periodically on the
basis of the modernization of airports and air route facilities on international routes in the Russian Federation and in
accordance with the financial policies of the Government departments concerned.”
