b) The contracting States recognize that every State, in the
exercise of its sovereignty, is entitled to require the landing at
some designated airport of a civil aircraft flying above its
territory without authority or if there are reasonable grounds to
conclude that it is being used for any purpose inconsistent with
the aims of this Convention; it may also give such aircraft any
other instructions to put an end to such violations. For this
purpose, the contracting States may resort to any appropriate
means consistent with relevant rules of international law,
including the relevant provisions of this Convention, specifically
paragraph a) of this Article. Each contracting State agrees
to publish its regulations in force regarding the interception of
civil aircraft.
c) Every civil aircraft shall comply with an order given in
conformity with paragraph b) of this Article. To this end each
contracting State shall establish all necessary provisions in its
national laws or regulations to make such compliance
mandatory for any civil aircraft registered in that State or
operated by an operator who has his principal place of business
or permanent residence in that State. Each contracting State
shall make any violation of such applicable laws or regulations
punishable by severe penalties and shall submit the case to its
competent authorities in accordance with its laws or
regulations.
b) Les tats contractants reconnaissent que chaque tat,
dans I'exercice de sa souverainetk, est en droit d'exiger l'atterrissage,
ii un atroport dCsignC, d'un aCronef civil qui, sans titre,
survole son territoire ou s'il y a des motifs raisonnables de
conclure qu'il est utilisC 2 des fins incompatibles avec les buts
de la prCsente Convention; il peut aussi donner cet aCronef
toutes autres instructions pour mettre fin aces violations. A cet
effet, les tats contractants peuvent recourir i+i tous moyens
appropriks compatibles avec les rkgles pertinentes du droit
international, y compris les dispositions pertinentes de la
prCsente Convention, spkcifiquement I'alinCa a) du prCsent
article. Chaque tat contractant convient de publier ses rkglements
en vigueur pour I'interception des aCronefs civils.
c) Tout aCronef civil doit respecter un ordre donnC
conformCment ii I'alinCa b) du prCsent article. A cette fin,
ihaque tat contractant prend toutes les mesures nicessaires
dans ses lois ou rttglements nationaux pour faire obligation B
tout aCronef immatriculC dans ledit l tat ou utilisC par un
exploitant qui a le sittge principal de son exploitation ou sa
risidence permanente dans ledit l tat de se conformer i cet
ordre. Chaque tat contractant rend toute violation de ces lois
ou rttglements applicables passible de sanctions sCvkres et
soumet I'affaire ses autoritCs compCtentes conformCment ?i
son droit interne.

d) Los Estados contratantes se comprometen a tener debidarnente
en cuenta la seguridad de la navegaci6n de las
aeronaves civiles, cuando establezcan reglarnentos aplicables
a sus aeronaves de Estado.
Articulo 3 bis*
a) Los Estados contratantes reconocen que todo Estado
debe abstenerse de recurrir a1 uso de las armas en contra de las
aeronaves civiles en vuelo y que, en caso de interceptacidn, no
debe ponerse en peligro la vida de 10s ocupantes de las
aeronaves ni la seguridad de 6stas. La presente disposicidn no
se interpretari en el sentido de que modifica en rnodo alguno
10s derechos y las obligaciones de 10s Estados estipulados en
la Carta de las Naciones Unidas.
6) Los Estados contratantes reconocen que todo Estado
tiene derecho, en el ejercicio de su soberania, a exigir el
