Budget and apportionment of expenses
The Council shall submit to the Assembly annual budgets,
annual statements of accounts and estimates of all receipts and
expenditures. The Assembly shall vote the budgets with
whatever modification it sees fit to prescribe, and, with the
exception of assessments under Chapter XV to States
consenting thereto, shall apportion the expenses of the Organization
among the contracting States on the basis which it shall
from time to time determine.
Article 62
Suspension of voting power
The Assembly may suspend the voting power in the
Assembly and in the Council of any contracting State that fails
to discharge within areasonable period its financial obligations
to the Organization.

Le Conseil soumet h 1'AssemblCe des budgets annuels, ainsi
que des ttats de comptes et des prtvisions de recettes et de
dtpenses annuelles. L'AssemblCe vote les budgets en y apportant
les modifications qu'elle juge h propos et, exception faite
des contributions fixtes en vertu du Chapitre XV h 1'Cgard des
tats qui y consentent, rtpartit les dtpenses de I'Organisation
entre les tats contractants sur la base qu'elle determine en tant
que de besoin.

L' Assemblte peut suspendre le droit de vote h 1'AssemblCe
et au Conseil de tout tat contractant qui ne s'acquitte pas,
dans un dtlai raisonnable, de ses obligations financibes envers
I'Organisation.
