4  Grandfather Rights for CRMIs
4.1  Instructors Ground School
For any CRM instructors to hold grandfather rights it is a requirement that they applied to the CAA for registration prior to 30 November 2001. The record of these applications is held on a database, and these instructors will have grandfather rights until 30 September 2004. Any instructors who are currently providing CRM instruction, but did not apply for grandfather rights will need to complete the accreditation process by 31 March 2003.

4.2  Instructors Simulator/Base
As JAR-OPS already requires that elements of CRM are integrated into conversion and recurrent training and checking, holders of TRI, TRE, SFI or SFE authorities should already be trained as per the requirements above. Holders of these authorities have therefore been given automatic grandfather rights as CRM instructors in this context until the expiry of their current authority. An assessment of their CRM instructor performance to teach, evaluate and debrief the CRM aspects of LOFT and competency checks will be made during the recurrent three yearly revalidation observation of this authority.
If, prior to 31 March 2003, the holder of an existing authority is assessed as being in some way deficient in their CRM instructor performance they will not have their authority withdrawn, but will be expected to achieve the required degree of proficiency by that date. This will require a further observation of their ability.
After 31 March 2003 instructors will be expected to demonstrate an adequate level of CRM instructor performance. Therefore any holder of an existing authority who is assessed as being in some way deficient will have their existing authority withdrawn until the appropriate degree of proficiency is achieved. This will require a further observation of their ability.

4.3  Instructors Line
4.3.1  There are NO grandfather rights for Line Training Captains (LTC). All LTCs need to be trained to meet the requirements as soon as possible, but in any case no later than 31 March 2003, by which time they must be accredited in accordance with the procedures laid down in this chapter.


5  Accreditation for CRMIs
In order to become accredited all instructors will need to demonstrate to a CRM Instructor Examiner (who may be an Inspector of the Authority) that they:
a) have the knowledge specified for their relevant rolel;
b) have the necessary instructional skills;
c) are able to evaluate, and in the case of CRMIs (Line), assess crews’ CRM performance; and
d) are able to facilitate a constructive debrief of those CRM issues.
On recommendation from the CRMIE, the Authority will accredit suitably experienced and qualified persons to conduct the appropriate training, for an initial period of three years. This accreditation will remain valid subject to the individual’s continued employment as a CRM Instructor.
