Appendix 16 Standards Document 29
Guidance Notes for Accreditation Standards for CRM Instructors & CRM Instructor Examiners
1  Introduction
1.1  Origin
1.1.1  In the early years of aviation the main cause of accidents was attributed to technical defects. However as the reliability of aircraft improved it became apparent that the proportion of accidents caused by non-technical reasons was increasing. Crew Resource Management (CRM) was developed as a result of accident analysis and information from Flight Data and Voice Recorders which indicated that many accidents were caused by the flight crew responding inappropriately to a particular situation.
CRM training has developed over the last two decades and has now reached a sufficient stage of maturity to benefit from a more formal structure. In order to formalise the training and to further enhance the effectiveness of CRM it is essential that instructors of CRM meet certain performance standards. For this reason the "Guide to Performance Standards for Instructors of Crew Resource Management Training in Commercial Aviation" (The Guide) was published jointly by the RAeS, CAA and the Aviation Training Association. This document is intended to describe the formal accreditation of CRM Instructors (CRMIs) as meeting the standards laid down in "The Guide". This Standards Document has been developed by the CRM Advisory Panel. The Terms of Reference of the panel and membership details are given at Appendix A.
