314 结合新农村建设,进行基本农田规划
机场周边有大量的村庄和农田,水稻、小麦等农作
物和瓜果类经济作物是鸟类的重要食物,村民饲养牲
畜的养殖场所是鸟类的觅食场所,栽种的树木又都是
鸟类栖息和营巢之处,还有村民饲养的家鸽,这些都对
机场的鸟击防范工作增加了的难度。因此,可利用新
农村建设的契机,民航部门与当地政府部门积极沟通,
请当地政府在进行新农村建设时,充分考虑到机场鸟
击防范工作,有计划地将机场周边住户迁走,将机场周
边的农田种植不招引鸟类的作物,减少鸟类在机场上
空及周边的活动。
315 加大投入,建立科学的管理模式
在生态环境日益改善,全社会保护鸟类、保护生物
多样性的今天,要想有效地防止鸟类“入侵”机场,杜
绝鸟击航空器事故的发生,除了领导高度重视以外,还
必须加大投入,建立科学的管理模式。首先应进行科
学的调查,绘出一年中不同季节鸟类在飞行区、内水平
面以及锥形面的分布图,并收集世界各大机场发生鸟

学知识的人员参与此项工作,建立鸟类(及相关动植
物)标本室,研究各种鸟类与环境的关系,更加科学系
统地开展鸟击防范工作。
