(1) Use these precautions for possible fuel vapors when you use a megohmmeter:
(a)
Use the Quadtech 1863 megohmmeter or equivalent meter with a 500 VDC test voltage and a maximum 5 milliampere short circuit current.
(b)
Do not use a megohmmeter at these locations: 1) Area adjacent to or below a wing fuel tank vent, five foot
(1.524 meters) diameter column, from vent to ground.
2) Zero to 18 inches (457 mm) above the ground in the area around the airplane.
(c) Make sure that: 1) Area is well ventilated. 2) Metal workstands are grounded. 3) Megohmmeter is plugged into a grounded receptacle. 4) Megohmmeter is insulated from metal work stands.

(2) Measure the resistance between the end of the tip and the discharger base:
(a)
Set the megohmmeter to 500 VDC test voltage.
(b)
Apply water to get a good connection with the end of the discharger tip. 1) Get a paper towel wet with water. 2) Put it on the discharger tip. 3) Put the megohmmeter connectors on the base and the end of
the tip (on the wet paper towel). 4) If the resistance is high, add more water and measure again. 5) Use the lowest resistance.
(c)
The resistance must be between 6 and 100 megohms for the trailing edge and tip dischargers.

Use a bonding meter (SWPM 20-20-00) to do a check of the electrical bond between the discharger bases and the airplane surface.

Use method 1 or method 2 to measure the bond resistance.
(a) Method 1 - Use a bonding meter (SWPM 20-20-00) to measure the resistance between the static discharger base and the bonded airplane surface.
