11-2 REVISIONS -
a. Modifications to FLIP fall into three general categories:
(1)
REVISIONS - Adding, rearranging content or format, or deleting major blocks or types of information. Examples are:

(a)
Adding new weather service information to Section C of the Flight Information Handbook.

(b)
Rearranging the REMARKS section of an airport Enroute Supplement entry.

(c)
Deleting obsolete navigational aid information from enroute charts.

(2)
CHANGES - Maintaining the currency of existing information in response to operational changes. Examples are:


(a)
Changing airport operating hours in the airport Enroute Supplement entry.

(b)
Adding a newly authorized radio frequency to an Instrument Approach Procedure.

(3)
CORRECTIONS - correcting improperly published information. Examples are:

(a)
Correcting an improperly published course on an enroute chart.

(b)
Correcting erroneous information concerning flight plans in General Planning.

b.
The three types of modifications to FLIP are processed differently by each military service. It is important to adhere to the instructions below to ensure a submitted modification is promptly received, evaluated, approved, and implemented.

c.
Originators, office of primary responsibility requester (OPRR), will prepare submissions in the appropriate format and perform primary responsibility for maintenance (OPRM) when required.

d.
Originators will ensure submissions are clear, concise, and intelligible to aircrew and flight mission planners.

e.
Originators will identify an expiration date, not to exceed 3 years. Entries not validated/updated within the time frame as stated will be subject to removal. Originators will also identify the source of data being added or changed.


NOTE: Office of Primary Responsibility Requestor (OPRR) is the military department or organization that either establishes or validates the requirement for the entry, and the Office of Primary Responsibility for Maintenance (OPRM) is the organization or document responsible for the currency of the entry. This information will be shown at the end of entries as shown in the following examples:
(SPEC/ENR 4.1-4) -The OPRR is the National Geospatial-Intelligence Agency (NGA) Product Specifications that mandate the need for an entry (SPEC). The OPRM is the host nation Military AIP document used by NGA to maintain the entry (ENR 4.1-4).
(AFFSA/AFFSA XOIA FIL 04-147) -The OPRR is the US Air Force Flight Standards Agency Instrument Standards/Aeronautical Information Branch. The Flight Information List (FIL) is the source document NGA used for the entry. 04-147 [04 identifies calendar year 2004, 147 identifies the FIL number for the calendar year]
(1) UNITED STATES AIR FORCE, ANG AND AFRC
(a) Except for requirement requests to publish changes to Terminal Instrument Procedures [paragraph (b) below] and changes to Military Airspace [paragraph (c) below], all requests for New Products, Publication of New Types of FLIP DATA, Revi-sions/changes/corrections and inquiries concerning current FLIP will be IAW AFI 11-201 and submitted to AFFSA/A3IF.

AFFSA/A3IF is the USAF POC responsible for FLIP validation/production/maintenance and will coordinate with NGA, FAA National Flight Data Center (NFDC) and National Aeronautical Charting Office (NACO) on any and all USAF FLIP issues related to requested changes/maintenance/production. (USAFE see below)
AFFSA/A3IF is the USAF FCC member responsible for coordinating requirement issues with NGA, Army, and Navy.
