Headquarters Air Force, DoD European NOTAM Liaison Office (AF/XOO-ARANE), located at Ramstein AB, Germany, (DSN 480-8092, C011-49-6371-478092) is the single point of contact for DoD NOTAM matters within the European Theater and works closely with the National Geospatial-Intelligence Agency Liaison Europe, and NOTAM user units in solving European area NOTAM problems.

Headquarters Air Force, DoD NOTAM office, (AF/XOO-ARAN), is located at Federal Aviation Administration Air Traffic Control Command System Center, 13600 EDS Drive, Herndon, VA 20171. (DSN 994-4205/06/07, C1-888-876-6826, FAX DSN 851-3440) and is staffed with DoD coordinators from each service to provide interface between Federal Aviation Administration and the military services.

UNITED STATES ARMY AIR ADVISORY (AIRAD) SYSTEM KOREA - The United States Army AIRAD) System in the Republic of Korea is operated by the 4th Bn 58th Avn Regt. This system supplements NOTAM coverage for airfields and heliports not serviced by the United States NOTAM System (USNS). NOTAM INFORMATION ON CIVIL (FAA) FACILITIES - If a proposed flight will terminate at a civil airport, air-crews should obtain/review all Federal Aviation Administration “D” and “L” series NOTAMs including those contained in the “NOTICES TO AIRMEN” publication (NTAP). Flight Service Station briefers will not provide NOTAMs from the NTAP unless specifically requested.

"L" Series: These "Local" NOTAMs must be obtained from the Flight Service Station (FSS) which serves the destination airport. Obtain the commercial phone number for the destination Flight Service Station from the FLIP civil Airport/Facility Directory, or any Flight Service Station.

"D" Series: These "Distance" NOTAMs, which are similar to the DoD NOTAM, may be obtained from any Flight Service Station. This type civil NOTAM is included in the DINS for those locations covered by the DoD.

"NOTICES TO AIRMEN": This publication is issued every 28 days. Data in this publication which is current on the effective date of the next Airport/Facility Directory (AFD) will be transferred to the AFD and removed from this publication. The NTAP is available on line at http://www.faa.gov/NTAP.

ICAO NOTAM SYSTEM - This worldwide NOTAM System involves the exchange of NOTAMs between countries. Published by International NOTAM Offices, these NOTAMs are available on the DoD WEB Site, at most Civilian Airport Dispatch Sections and Air Traffic Control Centers. To obtain NOTAM information concerning airports not covered by a Military NOTAM System, pilots should contact one of these facilities for a NOTAM briefing. US NOTAM System (USNS) Specialist (which includes the DoD Coordinators and the FAA personnel) do not provide NOTAM briefings to aircrews.

a. AIR TRAFFIC CONTROL CLEARANCES

CLEARANCE DELIVERY - At airports where a Control Tower is in operation, Air Traffic Control IFR Clearances normally are relayed to pilots of departing aircraft by the Tower "Ground Control" position. At many busy airports, however, a Tower "Clearance Delivery" position has been established and a separate radio frequency has been designated for this purpose. No visual surveillance or control over the movement of traffic is exercised by the Tower "Clearance Delivery" position of operation.
