PROCEDURES 7-8 VISUAL FLIGHT RULES -

Unless clearance is obtained from an Air Traffic Control unit, VFR flights shall not take-off or land at an airport within a Control Zone, or enter the Airport Traffic Zone or traffic pattern when the ceiling is less than 450 meters (1500 feet) or the ground visibility is less than 8 kilometers (5 miles) or 5 kilometers (3 miles) if so prescribed by appropriate Air Traffic Service authority.
