You can lock the N2 rotor when you remove the starter and install a gearbox lock in its place.

You can lock the actuator for the 2.5 bleed valve in the closed position with the retaining fixture. You then install the covers on the exhaust ducts for the 2.5 bleed valve. This stops the air flow through the bleed valves, which causes the rotors to turn against the N1 and N2 rotors (which are locked).

You must send all the parts removed from the engine, which does not
operate, with the engine.

2. Prepare to Ferry Engine - Engine Turns Freely

A. General
(1)
You can do the procedure where the engine turns if you do the specified tests and take the specified precautions. These tests and precautions make sure that when the engine turns freely no more damage will occur.

Mats - Protective, Rubber Manufacturers
Association, Grade SC43, neoprene
sponge, 1 inch thick, approximately 3 X
4 feet with warning streamers attached
(three are necessary)

WARNING:_______ MAKE SURE YOU OPEN THE APPLICABLE ENGINE IGNITION CIRCUIT
BREAKERS BEFORE YOU OPEN THE ENGINE FUEL CONT VALVE CIRCUIT
BREAKER. THE IGNITER PLUGS CAN FIRE AUTOMATICALLY IF YOU DO
NOT OPEN THE CIRCUIT BREAKERS. IF THE COMBUSTION CHAMBER HAS
FUEL IN IT, AN INTERNAL ENGINE FIRE OR TAILPIPE FIRE CAN OCCUR.
THE FIRE CAN CAUSE INJURY TO PERSONS AND DAMAGE TO THE ENGINE.
CAUTION:_______ DO NOT LET THE ENGINE TURN FREELY IF IT WILL CAUSE ENGINE
DAMAGE. USE THE LOCKED ROTOR PROCEDURE AS AN ALTERNATIVE.
(1) Open these circuit breakers for the applicable engine and install circuit breaker collars:
(a) P6 Main Power Distribution Panel 1) 6F1 IGN 1 ENG 1 2) 6K19 IGN 2 ENG 1 3) 6G19 STBY IGN ENG 1 4) 6F2 IGN 1 ENG 2 5) 6K20 IGN 2 ENG 2 6) 6G20 STBY IGN ENG 2 7) 6F3 IGN 1 ENG 3 8) 6K21 IGN 2 ENG 3 9) 6G21 STBY IGN ENG 3 10) 6F4 IGN 1 ENG 4 11) 6K22 IGN 2 ENG 4 12) 6G22 STBY IGN ENG 4

Get access to the log book on the flight deck and do these steps:
(a)
Make sure the engine had no oil pressure problems during the last operation of the engine
(b)
Make sure there were no oil quantity problems during the last operation of the engine
(c)
Make sure there were no vibration problems during the last operation of the engine.
