7.9.1 Quarantine. Quarantine clearance will be undertaken by
Quarantine officers stationed at Launceston.
7.9.2 Customs and Immigration. Customs officers are stationed at
Launceston and not at the airport, but will be available to grant
overnight or full clearance as required provided reasonable
advance notice of the diversion is given by Airservices Australia.
These officers will also complete the required immigration
clearances.
7.9.3 For onward movement of the aircraft see sub-para 6.1.2.
7.10 Learmonth Airport
7.10.1 Customs and Immigration. Customs officers are not stationed at
Learmonth. An officer of the West Australian police (Customs
representative) will have the responsibility to exercise surveillance
over the aircraft while it is at the airport.
7.10.2 For onward movement of the aircraft see sub-para 6.1.2.
7.11 Newcastle Airport
7.11.1 Customs or Immigration officers are not stationed permanently at
Newcastle Airport. Limited facilities exist to separate passengers
and crew from the general public. Consequently, both crew and
passengers will be required to remain on board the aircraft.

7.11.2 The pilot may disembark to perform the necessary safety
inspections. An airline representative may board with relevant
documents. Customs is to be notified of the diversion together
with any contingency plans regarding further movements and
times the aircraft will be on the ground at Newcastle. This will allow
an assessment to be made as to whether there is any need for
Customs presence.
7.11.3 For onward movement of the aircraft see sub-para 6.1.2.
7.12 Port Hedland Airport
7.12.1 Customs and Immigration. Customs officers are stationed at
Port Hedland and will be available to carry out limited clearances
provided reasonable advance notice of the diversion is given by
Airservices Australia.
7.12.2 For onward movement of the aircraft see sub-para 6.1.2.
7.13 Rockhampton Airport
7.13.1 Health. Limited clearance exists for quarantine clearance of light
or medium sized aircraft. Rockhampton is not a designated first
port of entry, and may only be nominated as an alternate for flights
with prior approval.
7.13.2 Aircraft cabins should be treated by disinsecting at top-of-descent,
or residually disinsected in accordance with a compliance
Agreement between the airline and the Australian Quarantine and
Inspection Service. Alternatively, aircraft will be disinsected on
arrival (cabin only if holds not open).
7.13.3 Quarantine clearance of passengers will be carried out and
passengers may be required to disembark to a holding area.
Garbage removal may be undertaken. Maximum notice is
required and arriving aircraft must park to await clearance.
7.13.4 Customs and Immigration. Insufficient facilities and resources
exist at Rockhampton for customs and immigration clearance of
aircraft passengers.
7.13.5 For the onward movement of the aircraft, see sub-para 6.1.2.
7.14 Tindal Airport
7.14.1 Health. RAAF officers have been appointed as Quarantine
officers and may carry out quarantine clearance of aircraft for the

purpose of granting pratique. If pratique cannot be granted at
Tindal, the aircraft shall normally proceed to Darwin, but the final
decision in this regard shall be given by the Senior Quarantine
Inspector, Northern Territory Department of Agriculture, in Darwin.
7.14.2 Customs and Immigration. Customs or Immigration officers are
not stationed at Tindal. No facilities exist to separate passengers
and crew from local personnel; consequently, both crew and
passengers will be required to remain on board the aircraft. The
pilot may disembark to perform the necessary safety inspections.
RAAF personnel may board with relevant documents. Customs is
to be notified of the diversion together with any contingency plans
regarding further movements and times the aircraft will be on the
ground at Tindal. This will allow an assessment to be made as to
whether there is a need for Customs presence or other action is
required.

7.15 Townsville Airport
7.15.1 Health. Quarantine officers stationed at Townsville are available
to carry out quarantine clearance of aircraft landing at Townsville.
7.15.2 Customs and Immigration. Customs officers are stationed at
Townsville and will be available to grant overnight or full clearance
as required. These officers will also complete any immigration
clearances required.
