When they are accessible to the crew in flight, the control(s) and/or indicator(s) related to inoperative unit(s) or component(s) must be clearly placarded.
NOTE: To the extent practical, placards should be located adjacent to the control or indicator for the item affected. Unless otherwise specified, placard should be: "INOP" (means inoperative).
If inadvertent operation could produce a hazard such equipment must be rendered inoperative (physically) as given in the appropriate Maintenance Procedure.
The reference "MAINTENANCE PROCEDURE" is printed in the column "REMARKS OR/AND EXCEPTIONS" in all cases where a specific maintenance procedure becomes necessary during application of certain MEL items. The full wording can be found in the "Information File on Board" which is on board.
Circuit-Breaker Reset Procedure
A Circuit - Breaker found in the out position may be result of:
- Tripped condition due to an electrical fault
- Inadvertent pulling out by contact/catching with the object
- Intentional pulling during operational procedures and failure to reset
A tripped Circuit Breaker refers to a circuit breaker that was previously verified to be in the normal closed position, and then subsequently pops out due to an electrical fault.
 
  BOEING 757-200 Minimum Equipment List (MEL)

1. Given the significance of any circuit breaker that is found in the out position, flight crew should refer to guidelines found in UTAIR Flight Manual in order to address issue.
NOTE: Resetting of any tripped fuel boost pump circuit breaker, fuel quantity indication system circuit breaker, or lavatory flush motor circuit breaker is prohibited.
2. Maintenance personnel are cautioned against resetting tripped circuit breakers without following proper procedures to determine the cause of the tripped circuit breaker. The following practices are recommended:
Review aircraft logbook history to determine if the affected circuit breaker has tripped before.
Follow aircraft manufacturer procedures for troubleshooting the affected system, (i.e. AMM, SSM, WDM)
5. APPROVED MEL DEVIATION
Based on JAR-MMEL/MEL 0.81 regulations JSC UTair Aviation may arrange for a one-time extension of the applicable interval B, C or D for the same duration as that specified in the MEL but not extend 30 calendar days.
NOTE: ANY MEL INTERVAL EXTENSION SHALL BE SUBJECT TO WRITTEN APPROVAL BY AUTHORITY.
6. FERRY FLIGHTS
Ferry flights may be dispatched with less than the equipment specified in this MEL provided all the equipment expected to be utilized in flight is operable. The permission for such a flight, however, must be requested from State Aviation Authority of Russia.
