The chief pilot must certify that the
PIC is competent to conduct an
RVR 1200 feet (1/4 mile) take-off,
and the PIC must have at least 100
hours PIC on type. For commuter
operations, A PIC converting onto a
similar type to that on which PIC
qualifications had been maintained at
these limits for at least 90 days may
be authorized after line
indoctrination. Similar aeroplanes are
turbo-propeller to turbo-propeller or
turbo-jet to turbo-jet.
RVR 1200’—without Engine-out Takeoff/
Climb Performance
As above, plus the takeoff weight
must be such that the required
Accelerate-Stop Distance must not
exceed Accelerate-Stop Distance
Available (ASDA), and the required
engine-out take-off distance must
not exceed Take-off Distance
Available (TODA). If there is no
data for single-engine take-off
distance, but there is for engine-out
climb in the take-off configuration,
the Weight must permit a positive
rate of climb using the configuration
and speed at liftoff.
For Commuter aeroplanes carrying
nine or less passengers, the Net
Take-off Flight Path to 1500 feet
AGL must clear all obstacles by at
least 35 feet vertically or 200 feet
horizontally within the aerodrome
boundaries and 300 feet horizontally
outside those boundaries.
Reported RVR 600 feet
As for RVR 1200 (above), plus the
runway must have at least two
transmissometers, one at the
approach end and the mid-point,
each reading at least RVR 600 feet,
and if three transmissometers are
available and the mid-point one is
unserviceable, the other two must
read at least RVR 600 feet.
No Alternate Aerodrome—IFR
Flight - 703.31/723.31, 724.27
Not applicable to air taxi aeroplanes.
Otherwise, the take-off aerodrome
must be within North America, the
Caribbean Islands and Bermuda, and
be not more than the scheduled
flight time from the intended
destination, which must have at least
two separate runways (not
reciprocals), emergency or standby
electrical power. For airlines, at least
two useable and independent IFR
approach aids and instrument
approach procedures on top.
Assuming the requirements are met,
you may refile "No Alternate IFR"
to destinations in Canada, regardless
of the departure aerodrome, within 6
hours of the scheduled destination.
Weather Requirements
For at least one hour either side of
ETA at the intended destination,
there must be no risk of fog or
similar restrictions to visibility below

3 miles, no risk of thunderstorms, a
forecast ceiling of at least 1,000 feet
above FAF altitude and visibility at
least 3 miles, or a ceiling of at least
1,500 feet above MDA and visibility
at least 6 miles, and no risk of
freezing rain, drizzle or sleet forecast
or reported.
Flight Dispatch Requirements
The Operation Control System must
be Type A or B.
Fuel Requirements
Minimum fuel must consist of taxi
fuel, fuel to destination, contingency
fuel and holding reserve. Fuel for
flights in International and Northern
Airspace must be additional
contingency fuel or enroute reserve
fuel, whichever is greater.
Aerodrome Familiarization
You must be thoroughly familiar
with all suitable diversions within the
fuel and oil reserve carried.
Foreign
The Ops Manual or equivalent must
contain procedures, flight followers
must be aware of the situation and
have current weather readily
accessible. PICs must be familiar
with diversions, and the destination
must be within three hours planned
time from the departure. For at least
two hours either side of the ETA,
there must be no risk of fog or
similar restriction to visibility below
three miles, no risk of thunderstorms
or freezing precipitation, a ceiling of
at least 1,000 feet and a visibility of
at least three miles. You must also be
authorised by your State.
Helicopters
The flight must be operated under a
Type C Control System. Otherwise,
as for Foreign, above.
Instrument Approaches -
602.127
Unless otherwise authorized, you
must comply with the approach
procedures – that is, once accepted,
you may not deviate from the
clearance. If no specific instructions
are given, you must inform ATC of
your intentions, as they may be
