TAFE programs
At TAFE you will be offered a state government-subsidised place
or a full-fee place.
State government-subsidised place
The Victorian Government’s ‘Securing Jobs for Your Future: Skills
for Victoria’ initiative took effect in July 2009. You must meet a
series of criteria to be eligible for a government-subsidised place:
»» You must be an Australian citizen, a permanent visa holder, a
special category visa holder (New Zealand) or an East
Timorese asylum seeker.
»» If you are under 20 years of age you are guaranteed a place
at any of the qualification levels listed below even if you have
a prior qualification. If you are over 20 years of age as of
1 January in the year you start studying you are guaranteed
a government-subsidised place only in foundation skills
qualifications.
»» If you are over 20 years of age, and enrol in a course that
is accredited at a higher level than the qualifications you
already hold.
In 2010 TAFE tuition fees depended on the qualification level,
categorised as follows:
Apprenticeships and traineeships
$1.37 per student contact hour with a minimum fee
$57 and a maximum fee $903 p.a.
Foundation Skills: foundation level and pre-accredited courses
$1.08 per student contact hour with a minimum fee
$50 and a maximum fee $500 p.a.
Skills Creation: certificate I and II
$1.40 per student contact hour with a minimum fee
$105 and a maximum fee $875 p.a.
Skills Building: certificate III and IV
$1.62 per student contact hour with a minimum fee
$120 and a maximum fee $1 000 p.a.
Skills Deepening: diploma and advanced diploma
Up to $3.25 per student contact hour with a minimum fee
$225 and a maximum $2 000 p.a.

enrolled into, please refer to TAFE enrolment in ‘How to apply’,
page 57.
If you are a Victorian Government-funded student with a Health
Care Card or receive government benefits through Centrelink
you may be entitled to a concession on your tuition fees. The
concession rate is equivalent to the minimum fee for the qualification
level (this excludes programs at the Skills Deepening level).
Full-fee places
If you do not meet the criteria listed above then you will be
offered a full-fee place (FFP). FFP students are required to pay
the approved tuition fee for their program. FFP fees vary
according to each program. Financial assistance may be
available through the VET FEE-HELP scheme. Conditions apply.

Degrees
Commonwealth Supported Places (CSP)
A CSP is jointly funded by you and the Commonwealth
Government. The amount to be paid is defined by discipline
‘bands’. In 2010, the following student contributions for a
standard, annual, full-time load applied:

Students who undertake more or less than a full-time study
load, or who study courses from a combination of the above
categories, will be charged the proportionate student contribution.
Repaying your HECS-HELP debt
If you pay all or part ($500 or more) of your student contribution
upfront you receive a 20% discount. Alternatively, you can defer
payment through HECS-HELP. Your HECS-HELP repayments
commence when you reach the minimum income threshold,
