laws. This is an exciting and dynamic committee that discusses current safety topics and challenges.
Recently, they picked the winner of the Safety Slogan Contest, LeAnn Wooldridge of IBEW Local 595.
The committee agreed “Safety First = Family First” captured the mission and values of the committee
perfectly.
The committee is currently working to establish a resource web page providing safety links and
industry news. Guest speakers provide important safety information on the most current and cutting
edge safety supplies and practices. The Co-chairs are Natalie Lowrance of Con J. Franke Electric, Inc.
and Ron Pedro of IBEW Local 595. If you have an interest in joining this committee or simply
attending a meeting, please contact Jennifer Mimiaga at the Chapter office at (925) 828-6322.
Meetings are generally held on the 4th Friday of each month at 12:00PM. Come join us!
SAFETY COMMITTEE
An enforcement focus for OSHA compliance
officers is the appropriate and effective use of
Lockout/Tagout (LOTO) to safeguard employees
from the unexpected energization of machinery
and equipment or from the release of hazardous
energy during service or maintenance. In
addition, OSHA has multiple standards on
electrical safety having varied application, most
of which are performance based.
Clarification and guidance is now available in
NECA’s new NFPA 70E Guide to Lockout/Tagout,
built around the procedures set forth in 2009
NFPA 70E Standard for Electrical Safety in the
Workplace. It’s available as a manual or
interactive software.
The manual, designed to stand up to worksite
use, provides an overview of NFPA 70E and
applicable OSHA regulations and defines what
NFPA 70E considers an “Electrical Safe Work
Condition.” It then offers a flow chart for
determining the appropriate control needed in
specific circumstances and step-by-step
instructions for enacting the required level of
LOTO. In addition, appendices provide a listing of
useful definitions and a checklist for determining
locks and tags suitable for use.
The software provides all that plus additional
resources for employee training and
administration of a LOTO program. It also
includes an audio component, and all material is
offered in a digital format with printing and
editing capability. One of its most significant
features is a PowerPoint component which
presents the content in a format suitable for group
training. This instructional program is complete
with objectives, summary, and follow-up
questions.

OSHA LOCKOUT // TAGOUT
Modesto Branch NECA Contractors and IBEW Local Union
684 are continuing their generosity in the local
community. The NECA/IBEW Local Union 684 Labor-
Management Cooperative Trust, recently donated a
baseball scoreboard to Turlock High School. Special
thanks to Danny Mann, owner of Mann Electric, and his
employees Jeff Dunn and Brian
McClain, and volunteer Alan Avalos for a first rate
installation. This is the third scoreboard project for the
Local 684 jurisdiction.
