recovery plans currently provide multiple billions
of dollars for modernization of K-12 and higher
education facilities, with preferences or
requirements for green improvement projects.
Green Federal Buildings: Both the House and
Senate plans currently include several billion
dollars for the General Services Administration’s
Federal Buildings Fund, with green or energy
efficiency requirements for funded facility
projects.
Weatherization Assistance Program: Both plans
would provide multiple billions of dollars for and
expand the reach of the Department of Energy’s
Weatherization Assistance Program, which
provides weatherization services to help improve
the energy efficiency of homes and enable lower
energy bills for low-income families.
Energy Efficiency and Conservation Block Grants:
The House and Senate plans currently provide
multiple billions of dollars for block grant funds
for states, localities, and tribes for energy
efficiency projects.
Public Housing: Both packages currently provide
several billion dollars for the Public Housing
Capital Fund to support improvements to public
housing developments, including authority or
priority for energy efficiency incentives and
projects.
Green Job Training: Both plans would provide
billions of dollars for job training programs, with a
preference or requirement that portions of such
funds be used to prepare workers for jobs in the
energy efficiency and renewable energy sectors.
USGBC will continue to support the new
administration, working to ensure the final passage
of an economic recovery package that taps the full
potential of green building to advance the new green
economy of the future.

MONDAY MORNING
The ELECTRI Council met on January 21-23, 2009,
to make funding decisions for 2009 projects. The
Program Review Committee (including two
representatives from the Northern California
Chapter) had previously whittled down the 71
submitted projects to the final nine for
consideration by the full Council. Each researcher
presented a detailed project proposal and the
Council selected those projects that they consider
likely to have the most significant impact on the
future of the electrical contracting industry.
Following are the projects selected for funding in
2009:
Facility Energy Audit Training (Bernie Kotlier,
Green Energy Solutions Director) – The
objective of this project is to position NECA
contractors at the forefront of creating the
major new and rapidly expanding green
energy business sector of Comprehensive
Facility Energy Efficiency by educating and
training electrical contractors, staff, and
electricians in the best practices and most
effective techniques to conduct
Comprehensive Facility Audits via Facilities
Energy Audit Training.
Energy Roadmap (Thomas Glavinich,
University of Kansas) – The goal of this
project is to develop a roadmap for NECA that
will allow it to take a leadership role in the
energy debate, guide decision making at the
national and chapter levels, and help
contracting firms successfully enter emerging
energy markets in response to legislative,
economic, social, technological ,
environmental, and market changes.
Attracting New Employees from University
Electrical Engineering and Construction
Management Programs (Thomas Korman,
California Polytechnic State University, San
Luis Obispo) – This project will determine
methods to attract new employees for
electrical contractors from university
electrical engineering and construction
management programs.
Understanding Net-Metering, Distributed
Generation and the Energy Policy Act of 2005
and its Impact on the Electrical Contracting
Industry (P.K. Sen, Power Systems
Engineering Research Center Site Director) –
The Energy Policy Act of 2005 substantially
modified a number of past energy legislations
and added a few new choices. This project
will provide a comprehensive review and
describe the impact of these bills on
distributed and renewable energy generation,
the electricity market, the national electrical
grid, the future of how electricity may be
delivered, and how this will impact the
electrical contracting industry at large for
years to come.
Using the Cost of Capital to Improve Decision
