of €1,000 to workers, in March
2005, was also agreed.
In addition, VW made commitments
regarding future products and investments
for Wolfsburg, Emden, Hanover,
Braunschweig, Salzgitter and

Metall chief negotiator Hartmut Meine
said, “this is the first time that jobs have
been secured for the future through a
collective agreement.”
The agreement sees wages of existing
staff frozen for 28 months. Wages
will be cut for future employees and
apprentices who have finished their
training. While the wages for new
workers will be lower than the existing
level at VW, they will exceed the level
of wages agreed for the metal industry
in Lower Saxony.
The two sides have also agreed to
make more flexible working time
arrangements.
Hartmut Meine said “we have managed
to find a fair balance between job
security on one side and the interests
of the company to reduce costs on the
other side.” AG

RMI struggle ends after 13 months
NILES USA After a 13-month lockout, 365
members of the United Steelworkers
of America (USWA) at RMI Titanium
in Niles, Ohio, have accepted a
new five-year contract and agreed to
return to work. The lockout at RMI
began in October 2003 when workers
refused to accept a company proposal
that amounted to US$3 million a year
in concessions. In their dispute, the
USWA members were supported by
international solidarity from the IMF
and its affiliates.
USWA international president, Leo

to resolve the dispute. According
to Leo Gerard, “The IMF mobilized

IMF INITIATIVES
International framework agreement at Renault
PARIS FRANCE A declaration of “Employees’
Fundamental Rights” was signed
on October 12 by Renault group president
and CEO Louis Schweitzer, IMF
general secretary Marcello Malentacchi
and representatives of the Renault
World Employee Committee. After
Volkswagen and DaimlerChrysler,
it is the third framework agreement
to be reached with a worldwide auto
producer, and the tenth international
framework agreement (IFA) signed
by the IMF.
“It gives me great pleasure to sign
this agreement,” the IMF general secretary
Marcello Malentacchi said. “I
also want to thank our three French
affiliates for the work carried out by
them, in great unity, during this long
process.” The IMF first initiated a discussion
with Renault on the subject of
an IFA three years ago.
The Renault IFA acknowledges the
company’s social responsibility, its
support of and compliance with the
ILO core labour standards and the
basic right of all employees
to establish and join
unions. Among other
items, the IFA stipulates
that ILO Conventions
No. 87 (Freedom
of Association) and No.
98 (Right to Collective
Bargaining) will be
respected.
Moreover, the company
supports and encourages
its contractors to
take this declaration
into account in their own
respective corporate policies. Renault
“views this as an advantageous basis
for mutual relationships”.
“We can assume that Renault’s operations
already adhere to the agreement.
But it will mean that workers in
‘new’ countries where Renault wants
to establish plants, be it in Eastern
Europe, China or India, will be guaranteed
the core labour standards. The
same is true for workers involved in
GENEVA With Renault, the IMF
has signed its tenth International
Framework Agreement (IFA) with
a transnational company. “This was
