“Organising women
requires different
strategies”
Emília Valente was recently elected
national secretary for women in the
National Confederation of Metalworkers
(CNM/CUT). Improving the representation
of women in her union’s structures
is one of the biggest challenges that
Emília faces in this newly created post.
SAO PAULO BRAZIL Emília Valente first
joined her local metalworker union in
1990 when she got a job at a Philips factory
in Manaus, Brazil. Emília quickly
became involved in the union at plant
level, and was central to a 90-day strike
held within her first year on site. The
action resulted in improved wages, better
food and the provision of new tools
and chairs. Sacked workers, including
Emília, were also reinstated.
After 11 years of building on this early
success, Emília became the union’s
full-time education officer in Manaus
in 2001. At the CNM/CUT congress in
July this year she was elected national
secretary for women, a newly created
post. The job is based in Sao Paulo and
Emília now spends most of her time in
this vast city, occasionally returning to
Manaus in the Amazon where she continues
to coordinate the education work
until it can be formally handed on.
Following the elections at the congress,
women now occupy eight of the
33 national leadership positions. For
many metalworker unions around
the world this ratio of women in senior
positions is something to aspire
to. But CNM/CUT isn’t planning to
stop here. “The congress also agreed
to set a 30 per cent quota for the representation
of women in the union’s
leadership structures,” Emília said,

adding, “Reaching this target
and improving the representation
of women in the leadership
of the affiliated unions is one of
my most important goals.”
Emília believes this goal
will only be attained by first
increasing the number of
women who sign up to the
union. “It is only through
doing this that we will be able
to counter the argument that
‘we don’t need women leaders
because we don’t have women
members’.” Currently, 14 per
cent of CNM/CUT’s members
are women.
“Our unions really need to
work on organising women,”
says Emília, believing that
new approaches are needed.
“Organising women requires
different strategies to organising
men and we need to teach ourselves
how to do it,” she said, mentioning
that a permanent organising
campaign targeting women has now
