NOTE: The stabilizer may not be in electrical control range if it
____ does not move when the stabilizer-trim control-wheel-switches are moved in one direction. Move the stabilizer-trim control-wheel-switches in the other direction to move the stabilizer into electrical control range, then continue with test.

Make sure that the flap lever is in the zero detent (FLAPS UP).
