completed and/or make relevant adjustments to the approved minimum followed with a
circular or bulletin to notify the flight crew of the changes.
(2) Before commencing the final approach, the flight crew must confirm that the RNAV systems
Actual Navigation Performance (ANP) or Estimated Position Error (EPE) is equal to or less
than the specified RNP value.
(3) After passing the Final Approach Fix, unless in VMC condition, the crew must execute a
missed approach in the event the ANP or EPE value exceeds the required RNP value.
(4) The Flight Director Guidance Mode sufficing to the RNP value which is specified in the
AFM’s required approach RNP must be used.
g. The certificate holder shall not conduct any operation authorized by this operations specification,
unless the certificate holder’s approved training program provides training in the equipment and
special procedures to be used.
h. Other responsibilities
(1) Record Keeping. The certificate holder is responsible must record all Obstacle Analysis Data
and the detailed Procedure Design Process as part of the certification documentation
requirement.
(2) Distribution. The certificate holder is responsible for distributing all procedures listed in Table
2 to all relevant ATC departments.
(3) Procedure Design Maintenance. The certificate holder is responsible for revising the
procedures as and when there are changes in the AIP or ICAO Type A Obstacle Analysis that
will affect the procedures.
(4) Assessment and Evaluation. The certificate holder is responsible for the keeping a record of
all assessment and evaluation results. Any amendments must be recorded and sent to the

C0065 SPECIAL AUTHORIZATION FOR CATEGORY II OPERATIONS USING CATEGORY I INSTRUMENT LANDING
SYSTEM
The certificate holder has special authorization to conduct Category II (CAT II) operations to approved
Category I (CAT I) instrument landing system (ILS) runways which do not have touchdown zone
(TDZ) and centerline lightning (CL) or CAT II approach lighting systems with sequenced flashing lights
(Approach Lighting System with Sequenced Flashing Lights (ALSF)-1 & 2) in accordance to Advisory
circular AC91-3.These special authorization CAT II operations must be conducted in accordance with
the procedures, limitations and provisions as well as specifically approved facilities described below:
j. The certificate holder must have obtained approval for paragraph C0021 of these operations
specifications.
k. Operating Limitations:
(1) Decision Height (DH) 30m (100ft), Runway Visual Range (RVR) 500m (1600ft).
i. 1 RVR Reporting System;
ii. No Touchdown Zone Lights (TZL) and Centerline Lights (CL);
iii. 1 Medium Intensity Approach Lightning System with Runway Alignment Indicator
(MALSR) or its equivalent; and
iv. 1 High Intensity Runway Lighting (HIRL).
(2) Decision Height (DH) 30m (100ft), Runway Visual Range (RVR) 350m (1200ft).
