A0081 AUTOMATIC DEPENDENT SURVEILLANCE-BROADCAST (ADS-B)
The certificate holder is authorized to conduct CCAR-121 or 135 flight operations (as applicable)
using Automatic Dependent Surveillance-Broadcast (ADS-B) equipment.
a. The following aircraft and equipment are approved for ADS-B operations:

b. Limitations and Provisions.
(1) The integrity of design features necessary to ensure that the ADS-B systems continue to meet
required standards must be verified by scheduled tests and/or inspections in conjunction with an
approved continued airworthiness maintenance program.
(2) An CAAC-approved Aircraft Flight Manual Supplement or Supplemental Aircraft Flight Manual
must be carried in the airplane at all times when the ADS-B equipment is installed in accordance with
a Supplemental Type Certificate (STC).
(3) Except when under the supervision of an appropriately trained check airman, the flightcrew
must have completed an approved training and testing program that includes ADS-B equipment,
operating practices, procedures, conditions, and limitations before being authorized to use the ADS-B
equipment.
(4) The certificate holder is authorized to use ADS-B for the following operational applications.

A0083 CONTROLLER-PILOT DATA LINK COMMUNICATIONS (CPDLC)
The certificate holder is authorized to conduct en route controller-pilot data link communications
(CPDLC) in accordance with the limitations and provisions of this operations specification.
a. The certificate holder is authorized to conduct CPDLC using the following aircraft and CAACcertified
data link communication systems:

b. The certificate holder is authorized to conduct en route CPDLC operations in the areas listed in
Operations Specifications B0039 of these operations specifications where the air traffic service (ATS)
infrastructure supports the use of FANS-1/A air traffic control data link equipment and/or ATNcompliant
digital data link communications equipment, as applicable, in accordance with the following
limitations and provisions.
(1) All aircraft conducting domestic CPDLC operations must be equipped with an CAAC-certified
collision avoidance system that is on and operating.
(2) CPDLC may be conducted only during the en route phase of flight in China National Airspace,
foreign or oceanic airspace.
(3) Domestic CPDLC operations must be conducted in an environment where air traffic
surveillance is available (e.g., radar or ADS-B).
(4) Data link messages with air traffic services may be used as a supplement to voice
communications. Voice communications must be continually monitored since there is still a
requirement for the aircraft to be equipped with operating VHF voice and, when required, HF voice
radios along the entire route of flight.
(5) Flight crews must have completed the certificate holder’s approved training program prior to
conducting CPDLC operations. Flight crews must be familiar with and comply with:
(a) All STC and AFM limitations
(b) All provisions applicable to the use and operation of the installed data link system
(c) Regulations, policies and procedures applicable in individual countries and/or Flight
Information Regions, as published in documents such as Aeronautical Information Publications and
NOTAMS.
d. The operators continuous airworthiness maintenance program must be revised to include the
appropriate airworthiness requirements for the installed data link communication system.
