Taiwan Marine Market
and Commercial Opportunities

Taiwan controls the important
navigation passage that stretches from
the Yellow Sea, Korea Sea and Japan Sea
to the South China Sea, and serves as the
door to Southeast Asia.
For years, the Taiwanese government
concentrated its development on the
landside, ignoring the country’s rich marine
resources. Early this year, however,
the government showed its determination
to refocus on the protection and
development of marine resources. A new
government directive to establish a ministry
level agency, the Ministry of Marine
Affairs has been instituted, under the
Executive Yuan. This will undoubtedly
open up the Taiwanese marine market in
both private and public sectors.
The Chinese Naval Hydrographic and
Oceanographic office (CNHOO) is
the only agency authorized to publish
Taiwan area nautical charts. Since 1997,
CARIS and RITI, have played a very
important role in helping CNHOO to
modernize its paper chart and ENC/
DNC® production capability through inhouse
training and integration of CARIS
so􀄞ware. The production so􀄞ware
includes CARIS GIS Professional, SAMI,
RCPT/HCRF, GDM, HOM ENC and
DOM DNC®. A two-week training session
in Taiwan on DOM was successfully
completed in May 2004.
In 2003, RITI Technology Inc. in Taiwan
completed a C3 (command communication
and control) project for the Taiwan
Coast Guard to monitor its fleets and
maintain marine safety in Taiwanese waters.
The system was implemented with
CARIS Spatial Fusion, with 21 ENC cells
produced by RITI using CARIS ENC
production so􀄞ware.
RITI, a CARIS Strategic Alliance, is a
leading technical service, so􀄞ware engineering
and application service provider
(ASP) company based in Taiwan. It specializes
in the development and application
of information technologies related
to management, analysis, presentation
and visualization of spatial and locationbased
information.
Port of Bintulu BEAMS Training
he Port of Bintulu in Sarawak, Malaysia
has successfully completed an eightday
BEAMS training course at the Port in
April 2004.
Having purchased BEAMS earlier this
year, the port of Bintulu plans to use it to
manage the survey and dredging projects
performed by their various contractors.
The Port Authority has shown a strong
interest in the ability to view their existing
data as well as their new BEAMS data on
the Internet using CARIS BEAMS Web.
They were also interested in the latest developments
currently ongoing at CARIS
to support route analysis in the so􀄞ware.

Training for Malawi
The Hydrographic Office of Malawi in
Monkey Bay has completed training
on hydrographic data processing and
Digital Chart Production with CARIS
so􀄞ware at its facilities.
A new CARIS user, this office is responsible
for the charting of Lake Malawi.
Lake Malawi is the ninth largest lake in
the world. It is 560km in length, 80km
wide and 700m deep and forms most of
the eastern border between Malawi and
Mozambique.
The training was the first step in the
transfer from manual chart production
to CARIS digital charting.
At the moment the hydrographic office
has finished two nautical charts and four
are almost ready to be printed. These
charts are all of the southern part of Lake
Malawi.
About Malawi
Malawi is a small country located
between Zambia, Tanzania and Mozambique.
Most of its eastern border
is formed by Lake Malawi (also
called Lake Nyasa), the third-largest
lake in Africa, which covers almost a
fi􀄞h of Malawi’s total area.
