and the parachute operator are jointly responsible for ensuring
that this requirement is met.
2.1.2 The pilot in command must take all reasonable measures to ensure
that parachutists exit the aircraft so as to reach the intended
target.
2.1.3 Not less than two (2) minutes before parachutists exit a aircraft engaged
in parachuting operations, the pilot in command of the aircraft
must make a broadcast in accordance with para 2.1.4 on all
relevant frequencies for the airspace through which the parachutists
may descend, including:
a. if the exit from the aircraft occurs in a Flight Information Area
(FIA) and the parachutists descend into an area designated as
a CTAF or MBZ, a broadcast on the FIA frequency and the
CTAF or MBZ frequency; and
b. if the parachutists descend from controlled airspace into uncontrolled
airspace, a broadcast on each specified frequency
for the controlled and uncontrolled airspace.
Where a broadcast on controlled airspace frequencies meeting
the requirements of paras 2.1.3 and 2.1.4 has been made by ATC
on behalf of the pilot, the broadcast requirements in controlled airspace
may be waived.

2.1.4 A broadcast made under para 2.1.3 must give notice that parachutists
intend to exit the aircraft at the location specified in the broadcast,
the position of the drop zone, exit altitude and the number of
parachute canopies to be dropped.
2.1.5 The pilot in command must not allow parachutists to exit the aircraft
unless he or she has made a broadcast in accordance with
paras 2.1.3 and 2.1.4.
2.2 Conflicting Traffic
2.2.1 The pilot in command must not allow parachutists to exit the aircraft
if he or she is notified, or becomes aware, that there is conflicting
traffic in the airspace in which the descents will be conducted.
2.3 Additional Requirements in Controlled Airspace
2.3.1 Classes A, C, D, E and GAAP Control Zones are considered controlled
airspace (also refer ENR 1.4)
2.3.2 The pilot in command must not allow parachutists to exit the aircraft
in controlled airspace until he or she has received from ATC
the clearance “[Aircraft call-sign] CLEAR TO DROP”.
2.3.3 A aircraft engaged in parachuting operations must not engage in
an operation in which parachutists exit the aircraft in controlled airspace
and leave, transit or enter controlled airspace during their
descent, unless the aircraft is equipped with two (2) VHF radio
transceivers to communicate with ATC and to monitor and advise
air traffic outside the controlled airspace.
2.3.4 ATC base separation on the assumption that the parachutist will
be dropped within 1NM of the target. If an extension of this area is
necessary, the pilot must advise ATC of the direction and distance
required.
2.4 Additional requirements in an MBZ
2.4.1 A aircraft engaged in parachuting operations must not engage in
an operation involving parachute descents in an MBZ unless it is
equipped with two (2) VHF radio transceivers to monitor and advise
air traffic within the MBZ and in the surrounding area.
2.4.2 In addition to the broadcast required under para 2.1.3, the pilot in
command must make a broadcast not less than four (4) minutes
before the descents occur to give notice that parachutists intend to
exit the aircraft at the location specified in the broadcast.
GEN TOC ENR TOC AD TOC Index
ENR (EN ROUTE) A/L 45 effective 24 NOV 05
2.4.3 A broadcast under para 2.4.2 must be made on the frequencies
used in the MBZ and the adjacent FIAs.
2.4.4 The pilot in command must not allow parachutists to exit the aircraft
within the 15 minutes before the estimated time of arrival at an
aerodrome in the MBZ of a Regular Public Transport (RPT) aircraft
unless:
a. the two aircraft are in direct radio communication with each
other; and
b. all parachutists can exit the aircraft in the MBZ and land before
the RPT aircraft arrives within the circling area of the aerodrome.
2.4.5 After an RPT aircraft arrives at an aerodrome in an MBZ, the pilot
in command of a aircraft engaged in parachuting operations in the
MBZ must not allow parachutists to exit the aircraft in the MBZ until
the RPT aircraft has landed and taxied clear of the runway.
2.4.6 After an RPT aircraft has broadcast that it is taxiing for departure
from an aerodrome in an MBZ, the pilot in command of a aircraft
engaged in parachuting operations involved in conducting parachute
descents at the aerodrome must not allow parachutists to
exit the aircraft until the RPT aircraft is clear of the circling area of
the aerodrome.
