appropriate authority.
Note.- Civil twilight ends in the evening when the centre
of the sun's disc is 6 degrees below the horizon a d begins in
the morning when the centre of the sun's disc is 6 degrees
below the horizon.
Obstacle clearance altitude (OCA) or obstacle clearnnce
height (OCH). The lowest altitude or the lowest height
above the 'elevation of the relevant runway threshold
or the aerodrome elevation as applicable, used in establishing
compliance with appropriate obstacle clearance
criteria.
Note I.- Obstacle clearance altitude is referenced to mean
sea level and obstacle clearance height is referenced to the
threshold elevation or in the case of non-precision approaches
to the aerodrome elevation or the threshold elevation if that is
more than 2 m (7 j?) below the aerodrome elevation. Ali
obstacle clearance height for a circling approach is
referenced ro the aerodrome elevation.
Note 2.- For convenience when both expressions are used
they may be written in the. form "obstacle clearunce
altirudeheight " and abbreviated "OCA/Hn.
Mot-in-command. The pilot designated by the operator, or in
the case of general aviation, the owner, as being in
command and charged with the safe conduct of a flight.
Psychoactive substances. Alcohol, opioids, cannabinoids,
sedatives and hypnotics, cocaine, other psychostimulants,
hallucinogens, and volatile solvents, whereas coffee and
tobacco are excluded.
Required navigation performance (RNP),A statement of the
navigation performaace necessary for operation within a
defined airspace.
Note.- Navigation performance and requirements are
defined for a particular RNP type andlor application.
RNP type. A containment value expressed as a &stance in
nautical miles from the intended position within which
flights would be for at least 95 per cent of the total flying
time.
Example.- W-P 4 represents a navigation accuracy of
plus or minus 7.4 km (4 NM) on a 95 per cent containment
basis.
Runway visual range (RVR). The range over which the pilot
of an aircraft on the centre line of a runway can see the
runway surface marlungs or the lights delineating the
runway or identifying its centre line.
State of Registry. The State on whose register the aircraft is
entered.
Note.-- In the case of the registration of aircrafi of an
international operating agency on other than a national basis,
the States constituting the agency are jointly and severally
bound to assume the obligations which, under the Chicago
Convention, attach to a State of Registly. See, in this regard,
the Council Resolution of 14 December 1967 on Nationality
and Registration of Aircraft Operated by International
Operating Agencies (Doc 8722 j.
Vkml meteorological conditions (VMC). Meteorological
conditions expressed in terms of visibility, distance from
cloud, and ceiling, equal to or better than specified minima.
Nore,- The specified minima are contained in Annex 2.
CHAPTER 2. APPLICABILITY
The Standards and Recommended Practices contained in
Annex 6, Part I1 shall be applicable to international general
aviation operations with aeroplanes.
Note I.- Standards and Recommended Practices
applicable to the operation of aeroplanes by operators
authorized to conduct international commercial air transport
operarions are to be found in Annex 6, Part I.
Note 2.- Standards and Recommended Practices
applicable to international commercial air transport
operations or international general aviation operations with
helicopters are to be found in Annex 6, Pafl III.
ANNEX 6 - PART I1
CHAPTER 3. GENERAL
Note 1.- Although the Convention on Intemtional Civil
Aviation allocates to tlte State of Registry certain finctions
which that State is entitled to discharge. or obligated to
discharge, as the case may be, the Assembly recognized, in
Resolution A23-13, that the State of Registly may be unable to
fu&I its responsibilities adequately in instances where aircrui
are leased, chartered ur interchanged - in particular without
crew - by an operaror of another State and that the
Convention may not adequately specrfy the rights and
obligations of the Stare of aa operator in such instances until
such time as Article 83 bis of the Convention enters into force.
Accotdingly, the Council urged that iJ in the above-mentioned
instances, the State of Registy finds itself unable to discharge
adequately the jknctions allocated to it by the Convention, it
