SC214 accept that any internal commitments they make based on details of, or

5. Review of Oceanic
Danny Van Roosbroek presented a summary on the oceanic status. The presentation slides are at
SC214-78 Plenary 8 Plan.ppt.
Discussion favored initiating oceanic integration into SC214/WG78 in 2 phases: Phase 1:
integrate current DO-306/ED-122, then Phase 2: modify material based on new/modified
functionality.
Action [AP8-3]: Paul Mettus and Danny Van Roosbroek to draft a paper analyzing the impact
of the change of scope of the group’s activities to include oceanic requirements. The analysis
will address resource/expertise requirements, changes to committee membership, schedule, and
current directions of planning and implementation initiatives underway in other forums.
Action [AP8-4]: - Paul Mettus and Danny Van Roosbroek to take the necessary steps to send
out a Call for Interest via the RTCA PMC and EUROCAE council
6. Review of ATS Function Paper
Tom Mustache presented a summary on the ATS functions paper. The paper is at SC214-78 Plenary 8
ATS Function paper.doc.
Decision [DP8-1]: The material in the ATS function paper as modified in the sub-group is
acceptable for incorporation into the SPR.
7. Review of ITP Paper
Katie Younkin presented a summary of the ITP paper. The paper is at SC214-78 Plenary 8 ITP.doc.
Decision [DP8-4]: ISPR editors will incorporate the ATS function as part of the new oceanic
material. into the SPR material.
Action [AP8-5]: Katie and Jerome will prepare a change package to include the two new
messages in a standardized format to facilitate ITP trials underway proposed as a single change
to ED-122.
Action [AP8-6]: Danny and Paul will include the change package as part of Action [P8-3].
8. Review of FAA Security Paper
Andy Colon presented a summary of the FAA security requirements paper. The paper is at SC214-78
Plenary 8 Security.doc.
Action [AP8-7]: Andy and Gregg to see how much of threat assessment can be released.
9. Status of Actions and Issues
Action [AP4-10]: Wim Brondsema to produce a straw man for SPR relationship to other documents;
remains open, expected completion mid-January.
Status: Open
Action [AP6-2]: Jose to include the discussion on the need for 623 Interop in the Plenary 7 Agenda.
Status: Closed; Danny confirmed that there is no need for a 623 Interop based
on feedback from the EUROCONTROL ODT Team
Action [AP6-3]: David Bowen to present to the Nav Discussion paper to the EUROCAE council.
Status: Closed; Independent Nav committee has been initiated.
Action [AP6-5]: Paul Mettus and Danny Van Roosbroek to draft a paper analyzing the impact of the

Action [AP6-6]: Jose and Tom to prepare a paper to raise the need to update DO264/ED78A. The
paper will recommend that DO-264/ED-78 be revised to expand the scope of the OSA to address
CNS/ATM, not just data link. The OPA should be removed and further developed in ICAO Doc 9869,

Manual on RCP, as this document is more mature than the material provided in DO-264/ED-78A.
Validation of OPA material should be based on current implementation efforts for RCP 240 and RCP
400. Performance for surveillance capability should also be progressed in ICAO.
Status: Open; As a result of a request from the EUROCAE Technical Committee a paper
has been developed by Eurocontrol. It will be submitted in time for the next Plenary, for further
comments.
Action [AP7-1]: Jose to create a new drafting group to progress the definition of ATS functions.
Status: Closed, work has been and presented to meeting

Status: Open; RTCA approved the TOR in July 2009, EUROCAE to consider the TOR for approval
at next meeting in November 2009.

Status: Closed; a joint tiger team of 206/76 & 214/78 is working this
Issue [IP6-5]: Alignment of RTCA/EUROCAE and ICAO standards
