12. 4DTRAD Outbrief
John Gonda presented the progress the 4DTRAD group made during the two days of subgroup
activities. The slides are 13_4DTRAD Outbrief.ppt.
Rob Mead presented the two different operating methods being progressed by the 4DTRAD
group. The presentation slides are 14_4DTRAD Operating Methods.ppt.
Decision [P6-4]: Both operating methods will be fully defined and included in the group’s
2011 deliverable.
13. General SG Report
Jose Roca presented the activities of the General Subgroup. The presentation slides are 12_Day
4 General.ppt.
The main issues and actions raised in the discussions that followed are:
Decision [P6-5]: The SC-214/WG-78 SPR should include both the Continental the Oceanic
requirements in a converged SPR.
This was decided because an update for ED-122/DO306 would anyway be required to include the
new oceanic CPDLC messages, and a single converged SPR is considered to be the best way
forward. It was generally concluded that including this activity was not originally within the scope
of the draft terms of reference and that a change would be needed.
Amended Plenary 6 Minutes
Action [P6-5]: Paul Mettus and Jose Roca to draft a paper analysing the impact of the change of
scope of the group’s activities to include Oceanic requirements. The analysis will address
resource/expertise requirements, changes to committee membership, schedule, and current
directions of planning and implementation initiatives underway in other forums.

Decision P6-5, was reached in response to Issue P5-7, therefore it is no longer an issue.
Issue [P5-7] How to show airborne consistency and operational compatibility between
oceanic and continental SPR/data link operations?
Resolution to issues P6-1 and P5-3: The group agreed that the proposed OSA approach being
followed for D-OTIS and CPDLC is sufficient for the work of SC-214/WG-78.
Issue [P6-1]: Safety Methodology and Compliance with ED-78A/DO-264
Issue [P5-3]: Will a revision to DO-264/ED-78A be required based on SC-214/WG-78
work?
Action [P6-6]: Jose and Tom to prepare a paper to raise the need to update DO264/ED78A.
The paper will recommend that DO-264/ED-78 be revised to expand the scope of the OSA to
address CNS/ATM, not just data link. The OPA should be removed and further developed in
ICAO Doc 9869, Manual on RCP, as this document is more mature than the material provided in
DO-264/ED-78A. Validation of OPA material should be based on current implementation efforts
for RCP 240 and RCP 400. Performance for surveillance capability should also be progressed in
ICAO.
Resolution to issue P5-6: Traceability tables will be provided as annexes to the final deliverable.
These tables are not required for the draft document produced by March 2009.
Issue [P5-6] Provide means to allow DO-290/DO-306 implementations to easily
migrate from existing implementations to the implementation/operations compliant
with the new SPR/Interop
It was suggested by several that the approach currently being taken does not lend
itself well to usability of the standard. It was further suggested that the standards be
developed as an incremental package to existing builds, e.g., Link 2000+, FANS 1/A,
etc, at least for the aircraft requirements. The approach should clearly indicate in an
appendix the new CPDLC functionality and message elements, new functionality to
ADS-C, new procedures, such as for ITP and TBO, based on communication and
surveillance capabilities with related performance and navigational assumptions.
A new action (P6-7) was created to address issue P-5-5:
Issue [P5-5] Describe ATS Functions that are supported by the data link services
defined in the SPR to ensure the correct derivation of safety and performance
requirements
Action [P6-7]: A drafting group will be created to define ATS functions based on proposal by
Tom Mustach for the March 2009 draft.
Decision wyz: The group agreed with the Review Criteria and approach for the 2009
Plenary Consultation as contained in slides 9, 10 and 11.
Action [P6-8]: Wim and Jose to provide to SG3 the list of differences between ED-110B and the
Link 2000+ Specification and indicate the impact of the difference on interoperability between an
ED-110B build (for CM, AMC, ACM, and ACL) and the Link 2000+ Specification.
14. Combined SGs Report
Thierry Lelievre presented the progress of the SG1/2/3 groups. The slides are 15_Subgroups
