In accordance with the Federal Advisory Committee Act, Gregg Anderson, Federal
Aviation Administration (FAA), was the designated Federal Representative for this
meeting.
All actions on the Work Package 1 services raised by the plenary review have been closed. A
mature draft Data Communications Safety and Performance Requirements document has been
approved for release to the FAA on 24 April 2009.
1. Plenary Welcome/Introductions and Administrative Remarks
Matt Johnson, General Dynamics, welcomed members to the seventh EUROCAE WG-78/RTCA SC-
214 plenary meeting.
Each attending member introduced himself/herself. (Attendance listed above.)
2. Review and Approval of Plenary 7 Agenda
The Plenary 7 Agenda was presented and approved as follows:

3. Approval of the Minutes of Plenary 6
A number of changes to the Plenary 6 minutes were discussed. The updated approved meeting
minutes are at annex A.
4. Review of the work so far
Paul Mettus presented the work of the group so far and the status of the TORs. The presentation
slides are at SC214-78 Plenary 7 Day 1 Work So Far.ppt.
5. Status of Actions and Issues
Action [P4-10]: Wim Brondsema to produce a straw man for SPR relationship to other documents;
remains open, expected completion mid-January
Status: Open
Action [P6-1]: Safety Methodology and Compliance with ED-78A/DO-264
Status: Closed
Action [P6-2]: Jose to include the discussion on the need for 623 Interop in the Plenary 7 Agenda.
Status: Open
Action [P6-3]: David Bowen to present to the Nav Discussion paper to the Eurocae council.
Status: Open
Action [P6-4]: Paul Mettus to inform the RTCA PMC of the navigation discussion
Status: Closed; See Section 3 above for results of Paul’s briefing to the RTCA PMC.
Action [P6-5]: Paul Mettus and Jose Roca to draft a paper analyzing the impact of the change of
scope of the group’s activities to include oceanic requirements. The analysis will address
resource/expertise requirements, changes to committee membership, schedule, and current directions
of planning and implementation initiatives underway in other forums.
Status: Open
Action [P6-6]: Jose and Tom to prepare a paper to raise the need to update DO264/ED78A. The
paper will recommend that DO-264/ED-78 be revised to expand the scope of the OSA to address
CNS/ATM, not just data link. The OPA should be removed and further developed in ICAO Doc 9869,
