In accordance with the Federal Advisory Committee Act, Gregg Anderson, Federal
Aviation Administration (FAA), was the designated Federal Representative for this
meeting.
1. Plenary Welcome/Introductions and Administrative Remarks
Danny Van Roosbroek was elected as the European co-chair
Paul Mettus (US co-chair) and Danny Van Roosbroek (Eurpoean co-chair), welcomed members to the
EUROCAE WG-78/RTCA SC-214 plenary meeting.
Each attending member introduced himself/herself. (Attendance listed above.)

3. Sub-Group Reports
Thierry Lelievre (co-chair SG-1) presented a report on the SG-1 status. The presentation slides are at
SC214-78 Plenary 8 SG-1 and SG2 Status.ppt.
Issue [IP8-1]: Assurance of consistency of SC214/WG78 CPDLC message set with ICAO
4444 CPDLC message set (issue has been raised since Plenary 6; resolution outside of this
committee)
Action [AP8-1]: SG1 to consider development of traceability between ATS Functions and
OR/SR/PR after completion of OSD/OSA/OPA.
Dijana Pasic (co-chair SG-2) presented a report on the SG-2 status. The presentation slides are at
SC214-78 Plenary 8 SG-1 and SG-2 Status.ppt.
Frederic Picard (co-chair SG-3) presented a report on the SG-3 status report. The presentation slides
are at SC214-78 Plenary 8 SG-3 Status.ppt.
Concern was raised on how aircraft will know what ground system to contact when doing CM to
obtain the required ground addresses for the provision of FIS services.
Action [AP8-2]: SG-3 to develop description of CM topology for use with FIS for next SG-3
meeting.
4. Review of Environment-B Position Papers
The US and EUROCONTROL each submitted a position paper stating on Environment B. Prior to the
Plenary meeting, interested parties convened and agreed as shown below. Danny Van Roosbroek
presented the summary of the agreements reached:
 SC214/WG78 continue to agree to publish a common product at the end of 2011
 Prior to 2011 publication:
 SC214 have a requirement for ENV B to be included in the ISPR, particularly for the
Dec 2009 milestone and beyond.
 WG78 stakeholders are constrained from committing to the contents of an ENV B
description until involvement/coordination can be performed with relevant work
packages within the SESAR JU. Kick Off Meetings have only just begun and it will
take time to initiate and action this task.
 WG78 cannot yet commit to the characteristics of, or any analysis resulting from,
ENV B up until the 2011 ratification deadline allowing coordination, feedback and
involvement from the relevant SESAR JU work packages.
 WG78 will however commit to supporting SC214 in advancing as much as
practicable the ENV B description during the next two years through a review and
