Problem Identified
Studies were conducted by the CAR/SAM
Planning and Implementation Group
(GREPECAS) to identify causes of ATS
incidents and accidents in the CAR/SAM
Regions.
The most prominent deficiency noted was
the unsatisfactory use of approved
Aeronautical Phraseology by Air Traffic
Controllers and Pilots.
As a result, the GREPECAS concluded that
structural measures needed to be taken in
order to resolve phraseology deficiencies
Proposed Solution
Recognizing that the absence of an
adequate Quality Assurance Organization
in ATS facilities in the CAR/SAM Regions
could have significant adverse effects on
the safety of international civil aviation:
the ICAO NACC Office developed the ATS
Quality Assurance Programme
presented a Workshop Project for the
implementation of ATS Quality Assurance
Programmes to GEASA/1
Proposed Solution
Provide States/Territories/International
Organizations with the necessary tools to verify
and control the quality of their ATS services based
on Annex 11, PANS/ATM Doc. 4444 and the
CAR/SAM Regional Guidance Material on Air
Traffic Services Quality Assurance Programmes;
Enhance knowledge and skills of Air Traffic
Controllers and pilots in
States/Territories/International Organizations so as
to improve the use of approved Aeronautical
Phraseology and the provision of Air Traffic
Services;
Proposed Solution
Minimize ATS incidents and accidents
related to the improper use of
approved Aeronautical Phraseology
through ATS Quality Assurance
Programmes and educational events
as part of the GREPECAS Work
Programme.
