FREQUENCY is not included in ACM. The ATCO can use voice or data link (uM120 or
uM117) to confirm the Pilot is in the right frequency.
Issue [P6-6]: The group agreed it would be benefitial to remore the ttr timer for aircraft however it
could not conclude on the management of the related tts timer . The group did reach consensus
(agreed) that the ttr requirement was related to interoperability and not safety.
Amended Plenary 6 Minutes
Bruno Godet presented the progress of the OSA work. The main issues agreed by the plenary
are:
Decision [P6-7]: There is no need for a dedicated OSA for the CM Application. Due to its
dependency with other application, CM Safety Assessment is performed through other
OSA. The resulting Safety Objectives & Requirements will be summarized in the CM section
of ISPR
Action [P6-9]:. OSA group to assess if the additional requirement for the ground to be able to
manage the transition of PIAC in case of a loss of CPDLC is enough to addess the ENV-C OSA
(i.e. all other safety requirements identical to the ones for ENV-B).
Wim Brondsema presented the progress of the OPA work. The slides are 16_OPA Outbrief.ppt.
The main issues agreed by the plenary are:
Issue [P6-7]: There was no agreement on the specification of times for initiator and the
applicability for our OPA work. It was noted that the TRN requirement needs to be validated in the
context of the ATS function. It was also noted that the implementation of RCP types should be
considered only in specific applications where it is necessary and beneficial to manage the
performance of a data link system in operations that are predicated on communication
performance, e.g., dependence on data link performance to increase airspace capacity.
Decision [P6-8]: The TRN approach will be used for the March 2009 draft and this will need
to be revisited for the final document as the ATS function definition matures and we gain a
better understanding of the role of data link in supporting that function to determine an
appropriate RCP type.
15. Planning for the Plenary Consultations Document Delivery
The following planning was agreed by the group:
 10 Jan: deadline for comments on the document versions distributed for Plenary 6.
 31 Jan: new SPR produced for Interop work
 will be published with a note that this is not the final submission (the Interop work may
require changes)
 14 Feb: new Interop produced
 SPR updated as required
 15 Feb: SPR/Interop Package distributed for review.
 23 Mar: deadline for comments to be addressed during Plenary 7
 30 Mar: Plenary 7 start in Scottsdale
