1. Plenary Welcome/Introductions and Administrative Remarks
Bernard Comte, Managing Director, Air Traffic Management Division, Altran, welcomed members
to the sixth EUROCAE WG-78/RTCA SC-214 plenary meeting.
Thierry Lelievre, Altran, arranged meeting location and logistics.
Each attending member introduced himself/herself. (Attendance listed above.)

The remaining days were devoted to subgroup activities.
3. Review of the work so far, Work Plan and TORs (Paper 02_SC214-78 History.ppt )
Paul Mettus presented the work of the group so far and the status of the TORs. The main issues
raised in the discussions that followed were:
 Issue [P6-1]: Safety Methodology and Compliance with ED-78A/DO-264
o Concern was raised that the SC-214/WG-78 work was not fully compliant with
ED-78A/DO-264 and the impact this could have on the current OSA work.
 Issue [P5-1]: TORs are not yet approved
o New proposal has been prepared based on Plenary 5 schedule changes.
o Action [P6-1]: Paul will meet with RTCA PMC this month to get TORs approved.
 Issue [P6-2]: Should the SC-214/WG-78 SPR address the oceanic environment?
 Issue [P6-3]: Relationship to the SC-206 OSA for D-FIS
o Concern was raised that two different D-FIS OSA’s were being developed which may
lead to inconsistencies.
 Issue [P6-4]: Scope of Committee’s work
o Decision [P6-1]: 2011 product will include WP-1 and WP-2. WP-3 tasks are outof-
scope and will not be proposed for inclusion in the draft TORs.
Jerome Condis presented the working arrangements to progress the ATSA-ITP work.
o Decision [P6-3]: ITP oceanic is being progressed by SC-186/WG-51. As part of
converged SPR we will need to include new CPDLC messages required to
support ITP. This will be part of 2011 product.
 Issue [P6-5]: Alignment of RTCA/Eurocae and ICAO standards
o PM-FIS and PM-ADS need to be published by ICAO.

The minutes of Plenary 5 were presented and approved with minor editorial changes.
Review of Open Action Items
Action [P4-9]: Gregg Anderson to draft a document to introduce ATS functions in the SC-214/WG-78
SPR; remains open
Action [P4-10]: Wim Brondsema to produce a straw man for SPR relationship to other documents;
remains open, expected completion mid-January
Action [P5-1]: Hal Moses to prepare itemized issues list to bring to PMC; OBE by TOR briefing this
month; closed
Action [P5-2]: Jose, Paul, and Gregg to work on TORs proposal for PMC; closed
Action [P5-3]: Gregg Anderson to re-assess RTCA dates in-line with FAA requirements to see if
