Validation of OPA material should be based on current implementation efforts for RCP 240 and RCP
400. Performance for surveillance capability should also be progressed in ICAO.

Action [P6-7]: A drafting group will be created to define ATS functions based on a proposal by Tom
Mustach for the March 2009 draft.
Status: Closed, material was produced as planned.
Action [P7-1]: Jose to create a new drafting group to progress the definition of ATS functions.
Status: New, open
Action [P6-8]: Wim and Jose to provide to SG3 the list of differences between ED-110B and the Link
2000+ Specification and indicate the impact of the difference on interoperability between an ED-110B
build (for CM, AMC, ACM, and ACL) and the Link 2000+ Specification.
Status: Closed
Action [P6-9]: OSA group to assess if the additional requirement for the ground to be able to manage
the transition of PIAC in case of a loss of CPDLC is enough to address the ENV-C OSA (i.e. all other
safety requirements identical to the ones for ENV-B).
Status: Closed on Day 5, agreed to put the requirement on the ground as new EMM.

Decision [P7-1]: Remove the Environment A description from the ISPR. All safety assessment
are performed against environments B and C.
The current open issues were
Issue [P5-1]: TORs are not yet approved
Issue [P6-3]: Relationship to the SC-206/WG76 OSA for D-FIS
Issue [P6-5]: Alignment of RTCA/Eurocae and ICAO standards
Issue [P6-6]: The group did not reach consensus on the removal of the ttr requirement for aircraft nor
on requirements for varying the response time requirements by message/domain or environment.
However, the group did reach consensus (agreed) that the ttr requirement was related to
interoperability and not safety.
Status: Closed on Day 5 see Section 9.
Issue [P6-7]: There was no agreement on the specification of times for initiator and its applicability for
our OPA work. It was noted that the TRN requirement needs to be validated in the context of the ATS
function. It was also noted that the implementation of RCP types should be considered only in specific
applications where it is necessary and beneficial to manage the performance of a data link system in
operations that are predicated on communication performance, e.g., dependence on data link
performance to increase airspace capacity.
Ernie Dash presented a report on the SC-206/WG-76 work. The report is in annex SC214-78 Plenary
7 Day 1 SC206-76 Harmonisation.ppt. The issues and actions raised in the discussions that followed
were:
Issue [P7-1]: Cooperation approach on how to best progress D-HIWAS and D-RVR must be defined.
Action [P7-2]: Ernie and Gregg to better define the D-HIWAS requirements (i.e., scope).
6. Overview of the Comments Received
Thierry Lelievre presented a report on the comments received on the SPR. This included a
categorization of the comments by both topic and category (i.e. showstopper though editorial). The
presentation slides are SC214-78 Plenary 7 Day 1 ISPR Report .ppt.
Frederic Picard provided report on the status of the interop documents and the comments received on
these documents. The slides are SC214-78 Plenary 7 Day 1 INTEROP Report .ppt. The issues and
actions raised in the discussions that followed were:
Action [P7-3]: Jose to organise a subgroup to clarify the operational impact of the differences
between the Link 2000+ baseline and the ED-110B standard.
Status: Open; New
The main issue this action should address is:
Issue [P7-2]: Should the SC-214/WG-78 Interoperability standards provide backwards compatibility to
ED-110B in addition to the Link 2000+ baseline?
Issue [P7-3]: Should the SC-214/WG-78 Interoperability standards provide backwards compatibility to
the ACARS 623 operational systems?
John Gonda presented the status of the 4DTRAD work, the presentation slides are SC214-78 Plenary

7. Break-out groups organisation
Thierry Lelievre presented the proposed organisation of the breakout groups. The presentation slides

raised so far.

Decision [P7-2]: UM194, UM204, UM206, UM207 will be indicated as not used.
