Amend §61.19 by revising paragraphs (b), (d), and (e); removing paragraph (f); redesignating (g) as paragraph (f); revising newly-redesignated paragraph (f); and redesignating paragraph (h) as

Student pilot certi.cate.
(1)
For student pilots who have not reached their 40th birthday, the student pilot certi.cate does not expire until 60 calendar months after the month of the date of examination shown on the medical certi.cate.
(2)
For student pilots who have reached their 40th birthday, the student pilot certi.cate does not expire until 24 calendar months after the month of the date of examination shown on the medical certi.cate.
(3)
For student pilots seeking a glider rating, balloon rating, or a sport pilot certi.cate, the student pilot certi.cate does not expire until 60 calendar months after the month of the date issued, regardless of the person’s age. * * * * *
(d)
Flight instructor certi.cate. Except as speci.ed in §61.197(b), a .ight instructor certi.cate expires 24 calendar months from the month in which it was issued, renewed, or re-instated, as appropriate.
(e)
Ground instructor certi.cate. A ground instructor certi.-cate is issued without a speci.c expiration date.
(f)
Return of certi.cates. The holder of any airman certi.cate that is issued under this Part, and that has been suspended or revoked, must return that certi.cate to the FAA when requested to do so by the Administrator. * * * * * [Amdt. 61–124, 74 FR 42547, Aug. 21, 2009; as amended by Amdt. 61–

Amend Section 61.23 by:

When taking a practical test in an aircraft for a recreational pilot, private pilot, commercial pilot, or airline transport pilot certi.-cate, or for a .ight instructor certi.cate; or
(vii) When performing the duties as an Examiner in an aircraft when administering a practical test or pro.ciency check for an air-man certi.cate, rating, or authorization.
(b)
Operations not requiring a medical certi.cate. A person is not required to hold a medical certi.cate— * * * * *
(3)
When exercising the privileges of a pilot certi.cate with a glider category rating or balloon class rating in a glider or a bal-loon, as appropriate; * * * * *
(7)
When serving as an Examiner or check airman and adminis-tering a practical test or pro.ciency check for an airman certi.-cate, rating, or authorization conducted in a glider, balloon, .ight simulator, or .ight training device;
(8)
When taking a practical test or a pro.ciency check for a cer-ti.cate, rating, authorization or operating privilege conducted in a glider, balloon, .ight simulator, or .ight training device; or
(9)
When a military pilot of the U.S. Armed Forces can show evi-dence of an up-to-date medical examination authorizing pilot .ight status issued by the U.S. Armed Forces and—
(i)
The .ight does not require higher than a third-class medical certi.cate; and
(ii)
The .ight conducted is a domestic .ight operation within U.S. airspace.
