2.19 Coordination between meteorological
and air traffic services authorities
2.19.1 To ensure that aircrafl receive the most up-to-date
meteorological incormation for aircraft operations, arrangements
shall be made, where necessary, between meteorological
and air traffic services authorities for air traffic services
persomcl:
a) in addition to using indicating instmmcnts, to report, if
observed by air traffic services personnel or communicated
by aircraft, such other meteorological elements as
may be agreed upon;
b) to report as soon as possible to thc associated meteornlogical
office meteorological phcnomena of operational
significance, if observed by air ~raffics ervices personnel
or cornrnunicated by aircraft. which have not been
included in the aerodrome melcorological report;
c) to report as soon as possible to the associated
meteorological office pertinent information concerning
pre-eruption volcanic activity, volcanic eruptions and
information concerning volcanic ash cloud. In addition,
area control centns and flight information ccntres shall
report lhc inrormation to the associated melcorological
watch olfice and volcanic ash advisory centres (VAACs).
Note 1.- VAACs are designated by regional air na~igcction
agreements in accordance with Annex 3, 3.6. I.
Note 2.- See 4.2.3 regarding transmission of special
air-reports.
2.19.2 Close coordination shall be maintained between
arca ccntrol ccntres, fligllt informalion centres and associaled
me~eorological watch offices to cnsurc that infornlalion on
volca~~aicsh included in NOTAM and SlGMET messages is
ccnsistent.
2.20 Coordination betwcen
aeronautical information serviccs and
air traffic services authorities
2.20.1 To ensure that aeronautical inforn~ation serviccs
units obtain information to enable hem to provide up-to-date
pre-flight information and to meet the need for in-flight
information, arrangements shall he made between aeronautical
information services and air traffic services authoriiies
responsible for air traffic services to report to the responsible
aeronautical information scrvices unit, with a minimum of
delay:
a) information on acrdrome conditions;
b) the operational status of associated facilities, services
and navigation aids within their area of responsibility;
c) the occurrence of volcanic activity observed by air
traffic serviccs pcrsonnel or reported by aircraft; and
d) any other information considered to be of operational
sipificancc.
2.20.2 Bcfore introducing changes to the air navigation
systcm, duc account shall be taken by the services responsible
for such changes of the time needed by the acronautical information
service for the preparation. production and issuance of
relevant material for promulgation. To ensure timely provision
of the information to the aeronautical information service, close
coordination between those services concerned is therefore
required.
2.20.3 Of particular importance are changes to aemnautical
information that affect charts and/or computer-based
namgation systems which qualify to bc notified by the
Aeronautical Information Regulation and Control (ATRAC)
systcm, as specified in Annex 15, Chapter 6 and Appendix 4.
