off the aerodrome.
Location
9.10.7 Recommendation.- The fence or bam'er shouId
be located so as to separate the movement awa and other
fmilities or zones on the aerodrome vital to the s@e operation
of aimraj?@m amas open to public access.
9.10.8 As of 23 November 2006, the fence or barrier shall
be located so as to separate the movement area and other facilities
or zones on the aeradrome vital to the safe operation of
aircraft from areas open to public access.
9.10.9 Recommendation.- When greater security is
thought necessary, a cleared area should be provided on both
sides of the fence or barrier to facilitate the work of patrob
and to mak trespassing mow drficult. Consideration should
be given to the provbion of a perimeter road inside the
aerodrome fencing for the use of both maintenance personnel
and security pamls.
9.11 Security lighting
Recommendation.- At an aerodmme whew it b deemed
desirable for secwity wasom, a force or other barrier
provided for the protection of iniernational civil aviation and
its facilities should be illuminated at a minimum essential
level. Consideration should be given to locating lights so that
the ground a m on both sides of the fence or barrier,
particularly at access points, ir illuminated.

CHAPTER 10. AERODROME MAINTENANCE
10.1 General
10.1.1 Recommendation.- A maintenance programme,
including preventive maintenance whem appropriate, should
be established at an aerodrome to maintain facilities in a
condition which does not impair the safety, mgular@ or
@ciency of air navigation
Note 1.- Preventive maintenance is programmed
maintenance work done in order to prevent a failure or
degradation of facilities.
Note 2.- "Facilities" am intended to include such items as
pavements, visual aids, fencing, drainage systems and
buildings.
10.1.2 Recommendation. - The design and application
of the maintenance programme should observe Human
Factors principles.
Note.- Guidance material on Human Factors principles
can be found in the Human Factors Training Manual.
10.2 Pavements
10.2.1 The surface of pavements (runways, taxiways,
aprons and adjacent areas) shall be kept clear of any loose
stones or other objects that might cause damage to aircraft
structures or engines, or impair the operation- of aircraft
systems.
Note.- Guidance on pmcautions to be taken in mgard to
the sqace of shoulders is given in Attachment A, Section 8,
and the Aerodrome Design Manual. Part 2.
10.2.2 The surface of a runway shall be maintained in a
condition such as to prevent formation of harmful irregularities.
Note.- See Attachment A, Section 5.
10.2.3 Measurements of the fiiction characteristics of a
runway surface shall be made periodically with a continuous
fiction measuring device using self-wetting features.
Note.- Guidance on evaluating the friction characteristics
of a runway is provided in Attachment A, Section 7. Additional
guidance is included in the Airport Services Manual, Part 2.
10.2.4 Corrective maintenance action shall be taken when
the friction characteristics for either the entire runway or a
portion thereof are below a minimum friction level specified
by the State.
Note.- A portion of runway in the order of 100 m long may
be considered sign$cant for maintenance or reporiing action.
10.2.5 Recommendation.- Corrective maintenance
action should be considemd when the fiction characteristics
for either the entim runway or a portion thereof am below a
maintenance planning level specified by the 5Yate.
10.2.6 Recommendation.- When there is mason to
believe that the drainage characteristics of a runway, or
portions thewo1; am poor due to slopes or depressions, then
the runway fiction characteristics should be arsessed under
natural or simulated conditions that am mpmsentative of local
