1-400 RESPONSIBILITY OF PARTICIPATING AGENCIES 1-410 HILLSBOROUGH COUNTY AVIATION AUTHORITY 1-410.1 SENIOR DIRECTOR OF OPERATIONS & PUBLIC SAFETY
The Senior Director of Operations & Public Safety shall: 1-410.11 Have overall operational control over Tampa International Airport. 1-410.12 Close all or portions of the Airport, if in his opinion, it will facilitate fire
fighting and rescue operations during an emergency. 1-410.13 Coordinate and outline the duties and responsibilities of the various Airport departments, tenants, and support agencies as set forth in this plan. 1-410.14 Convene meetings for critique of established procedures and publish revisions to sections of this plan when necessary. 1-410.15 Assume other duties and responsibilities as may be outlined in this plan. 1-410.2 AIRPORT POLICE DEPARTMENT 1-410.21 The Airport Police Chief shall assume responsibilities for the airport law enforcement and public protection activities. 1-410.22 Assist the Senior Director of Operations & Public Safety, Director of Operations or Assistant Director of Operations . 1-410.23 The Airport Police Office will: 1-410.231 Immediately take steps to disseminate information concerning emergency situations. 1-410.232 Maintain vehicle traffic control, aircraft ramp and perimeter gates control, and other law enforcement duties. 1-410.233 Establish on site perimeter guard to an airplane accident, airport fire, etc.

1-410.234 Provide radio escort for Emergency Response organizations to and from an emergency or accident site on the Airport, as required.
1-410.235 Document incidents by completing reports.
1-410.236 Assume other duties and responsibilities as assigned.
1-410.237 Coordinate with other law enforcement agencies.
1-410.3 OPERATIONS DEPARTMENT
1-410.31 COMMUNICATIONS CENTER
1-410.311 The Center is in continuous operation and the primary communications agency for all participating agencies that respond to an emergency. When informed by a responsible agency as to the existence and kind of an emergency, the Center will contact concerned agencies and tenants as to the existence and kind of emergency.
1-410.312 The Center will be the focal point for all Authority non-radio communications once an emergency is declared. During any emergency, the Center may continue other normal communication operations that does not interfere with emergency generated communication requirements over any system operated by the Center.
1-410.32 DIRECTOR OF OPERATIONS (DO) AND ASSISTANT DIRECTOR OF OPERATIONS (ADO)
The Director of Operations or Assistant Director of Operations shall:
1-410.321 Assume the responsibilities of the Senior Director of Operations & Public Safety in his absence.
1-410.322 Establish the Authority's Mobile Command Post at the scene of an airport emergency to which all participating agencies will report upon arrival. No person shall be allowed at the scene of an airport emergency without prior approval of the Director of Operations or Assistant Director of Operations except those participants of the Airport Emergency Plan.
1-410.323 Initiate emergency communications (radio, telephone, etc.) as required.
