EMERGENCY RESPONSE MANUAL
ANNEX F - NEWS MEDIA/POLICY MEMORANDUM
It is the policy of the Hillsborough County Aviation Authority to cooperate with the news media to the greatest extent possible. Our primary responsibilities, however are safe and orderly airport operations. When there is an emergency situation at Tampa International Airport or one of the general aviation airports, that is expected to generate extensive medial attention, these procedures will serve as our guidelines:
1. All news media representatives desiring continuing updated information relating to the situation should proceed to the Hillsborough County Aviation Authority’s office. The office is located on the Transfer Level (Third Floor), Blue Side, Landside Terminal Building. The Director of Public Information and Community Relations or as alternate, the Senior Director of Operations and Public Safety will allocate an area in the Authority’s office for a press briefing and be prepared to:
a.
Give the arriving news media representatives any confirmed information relating to the emergency.
b.
Advise the news media of any existing conditions regarding crowd control or other emergency measures in force and procure media cooperation in ensuring prompt and accurate advice to the public.
c.
Provide news media representatives with the authorized persons to be contacted in the event the emergency involved a scheduled air carrier.
d.
Be in contact with the Mobile Command Post to obtain and provide information relating to the emergency.
e.
Coordinate the approval of and assembly of the news media to the scene of the emergency

New media representatives will be permitted access to the actual scene of the emergency as soon as possible after all necessary rescue and/or fire control operations have been completed and the scene has been declared secure. Also, the National Transportation and Safety Board (NTSB) has authority to declare whether or not the news media can be escorted to site.
The assembly point for media representatives to access the scene will be Gate SR-3 (see map) which is located north of the Airport hotel. The news media cannot enter any aircraft operation areas without an authorized Aviation Authority escort.

The news media may also wish to position their equipment on the 9th (garage roof top) Level of the Landside Terminal Building to film the emergency

scene. This location provides an excellent vantage point of all operation areas at Tampa International Airport. The news media must not restrict the public’s access to gates, ticket counters, baggage areas, or other areas in the terminal.

While the Aviation Authority recognized the importance of interviewing passengers, we also believe our first responsibility is to the passengers and their families and their right to privacy. If any individuals are reluctant to be interviewed or photographed, the Aviation Authority will support their decision.
