In addition, during an aircraft accident, access to passengers may be subject to approval by the involved airline, the Federal Aviation Administration, the Federal Bureau of Investigation, and/or the National Transportation Safety Board.

In the event of an emergency, the Aviation Authority’s representative will be able to provide only the following information:

Arrival/departure and destination

Number of persons on board (if confirmed)

General description of the incident

Special security conditions at the scene of the accident
.
Information regarding escort service to scene for media
Note: All other information must be provided the the airline representative or the appropriate federal agency.
7. In a non-aircraft emergency situation, the Director of Public Information and Community Relations will coordinate the release of information. The Tampa International Airport Police Department is in charge of investigating traffic accidents and criminal activities on Airport property. Tampa Fire Rescue officials handle fire, rescue and ambulance operations

ANNEX G - TIA EMERGENCY TELEPHONE DIRECTORY
The Hillsborough County Aviation Authority maintains an emergency notification telephone directory for notifying facilities, agencies, and personnel who have responsibilities within this plan. The telephone directory is updated on a regular basis to ensure currency and is available in the Airport Communications Center.
Holders of this Emergency Response Manual are required to provide HCAA with current contact names and numbers for this directory, periodically, or whenever new information is available.

ANNEX H - Incident Command Center (ICC)
PURPOSE - To establish a permanent prepared command post for management personnel for crisis situations such as confirmed bomb threats, hijacking, hazardous situations, natural disasters, and structural fire and explosions.
ACTIVATION - The ICC may be activated upon direction from the Senior Director of Operations & Public Safety, Director of Operations, Deputy Director of Operations, Assistant Director of Operations, Airport Police Chief or his representative.
PARTICIPANTS - Top level management participants to the ICC are representatives of FBI, FAA, TIAPD, HCSO, TPD, TFR, TSA, Authority, U. S. Secret Service, and airline or tenant involved.
LOCATION - The ICC is located in the Authority service building Police Department. Access to this command post will be controlled by TPA Airport Police.
FACILITIES - The ICC has dedicated telephone lines to establish contact with national command centers. In addition, the command post area has availability to Airport plans, charts, equipment and additional communication equipment.

The official file copy of the Emergency Response Manual is maintained in the Aviation Authority Operations Office.
The Emergency Response Manual, including all revisions and amendments, is posted on the Aviation Authority’s web site and accessible to the Aviation Authority’s Departments, the Federal Aviation Administration (ATCT and Airways Facilities), Tampa Based Airlines, TPA Based FBOs, the Airline Handling Agents and TPA Maintenance Bases.
