EMERGENCY  RESPONSE MANUAL
2-000 EMERGENCY RESPONSE PROCEDURES 2-100 ACTIVATION OF THE  EMERGENCY  RESPONSE  PLAN Authorized representatives of HCAA may activate this plan upon information received and confirmed.  Public/tenants should call 911 or 396-3911 to report emergency situations.
2-110     The Tower will normally activate applicable aircraft/airfield sections of this plan by means of the Net Line. 
2-120     Basic procedures for TPA TRACON/Tower personnel are outlined in TPA Tower, Hillsborough County Aviation Authority and City of Tampa Fire Rescue Letter of Agreement (Annex J).
2-130     Location of accidents/emergencies in the vicinity of the Airport shall be given in grid coordinates utilizing the TPA Grid Map in Annex A. 
2-140  An Alert 3 shall be cancelled only by the Senior Director of Operations & Public Safety or his representative.
 2-200 CLASSIFICATION OF AIRCRAFT EMERGENCY ALERTS
Emergency situations that involve aircraft/airfield will be categorized into an "ALERT" designation.
  2-210  ALERT 1 - Standby Response ARFF crews take stand by positions in station ready for immediate dispatch.  
  2-220  ALERT 2 - Airfield Response ARFF crews will dispatch to pre-determined positions on the airfield.   2-230  ALERT 3 - Accident Response ARFF crews will respond to the scene of the emergency to commence fire fighting and/or rescue operations.

2-300 AIRCRAFT EMERGENCIES 2-310 MECHANICAL DIFFICULTY   2-310.1  NOTIFICATION
    2-310.11  An aircraft approaching the Airport with a mechanical difficulty 
under Alert 1 (Stand-by Response) or Alert 2 (Airfield Response) 
will initiate notification procedures.  Notification will normally be 
received by the Control Tower from the pilot of the aircraft 
involved or through FAA enroute facilities.  
    2-310.12  In the event a crash occurs while the aircraft is under Alert 1 or 2 
status, the emergency immediately becomes an Alert 3 status 
and the procedures listed under Section 2-330 (crash or fire on 
Airport) or 2-340 (crash off Airport) or 2-350 (crash in water) shall 

apply.
   2-310.2 RESPONSE
    2-310.21 TPA CONTROL TOWER:
When notified that an aircraft intends to land or is taxiing at Tampa International Airport with a mechanical difficulty, the Tower will:
2-310.211  Activate the Net Line giving all known particulars as to type of alert, aircraft type/identification, nature of emergency, the landing runway, amount of fuel and number of people aboard, if applicable. 
2-310.212  Alert other air traffic and airport ground traffic that an emergency is in progress. 
2-310.213  Establish radio communications (on ground control frequency) with the ARFF Equipment to inform them of conditions as they develop.  Such information shall include, when determined: aircraft type/identification, nature of emergency, the landing runway, amount of fuel, number of people aboard, and estimated time of arrival.

2-310.214  When circumstances warrant, notify the Airport emergency vehicles by radio communication about an alert status change. Additionally notify via the Net Line any change in the alert status. 
    2-310.22 TAMPA FIRE RESCUE
2-310.221  For Alert 1: The Stand-by position for the ARFF equipment will normally be in station with men on board ready for an immediate dispatch should the alert be upgraded to an Alert 2 or Alert 3.
