Effective: February 17, 2005
a. Chapter 1 Section 3 Radar Services and
Procedures
Moves Chapter 1 Section 3 to Chapter 4 Section 5 and
retitles Surveillance Systems. Section contents are not
related to other aircraft navigation topics in Chapter 1. New
section in Chapter 4 will describe how different radar and
surveillance systems operate. New title allows for other
surveillance systems than radar to be discussed, such as
ADS−B.
b. 1−3−4. Precision Approach Radar (PAR)
Moves paragraph to Chapter 4 Section 5 and renumbers to
4−5−4.
c. 3−2−4. Class C Airspace
Clarifies the definition of Class C airspace.
d. 4−1−19. Transponder Operation
Advises the need to operate with transponders transmitting
continuously while moving on the airport surface at
ASDE−X facilities.
e. 4−2−14. Communications for VFR Flights
123.6 and 123.65 were the authorized airport advisory
frequencies; however, the Office of Spectrum Policy and
Management is authorizing other frequencies for these
services.
f. 4−3−14. Communications
Reiterates to pilots of turbine−powered aircraft what ATC
anticipates when they reach the warm−up block or runway.
g. 4−3−18. Taxiing
Provides clarity for the pilots with what they should read
back to controllers when taxi instructions are received.
h. 4−5−5. Airport Surface Detection Equipment −
Model X (ASDE−X)
Adds new paragraph describing the ASDE−X system
including the number of facilities which are planned to
receive the system and the system capabilites. Also
includes a list of components.
i. 5−1−5. Operational Information System (OIS)
Adds a new paragraph to familiarize pilots with the
information that can be found on the Air Traffic Control
System Command Center’s Operational Information
System (OIS). It also explains how to access the OIS via the
web and encourages pilots and flight planners to use the
OIS prior to filing flight plans.
j. 5−1−7. Flight Plan− IFR Flights
Defines flight plan filing using the Navigation Reference
System (NRS), clarifies guidance, enables RNAV and
RVSM in the NAS, and aligns suffixes with current ACs.
k. 5−2−5. Departure Control
Modifies the transponder use for aircraft extending beyond
the present “after take off roll” to all times while operating
on the surface areas.
l. 5−2−6. Instrument Departure Procedure (DP)
Required by change in RNAV SID charting.
m. 5−3−4. Airways and Route Systems
Reflects the establishment of Q−routes in the NAS.
n. 5−4−16. Simultaneous Close Parallel ILS PRM
Approaches (Independent)
Reflects the inclusion of SOIA procedures and changes the
title of the paragraph to Simultaneous Close Parallel ILS
PRM Approaches (Independent) and Simultaneous Offset
Instrument Approaches (SOIA).
o. 5−4−19. Approach and Landing Minimums
Provides a table that may be used to convert RVR to ground
or flight visibility.
p. 5−4−20. Missed Approach
Clarifies reduced obstacle clearance during rejected
landings.
q. 5−5−5. Missed Approach
Clarifies charted missed approach procedures.
r. 5−5−16. RNAV and RNP Operations
Required by change in RNAV procedure charting.

s. 7−1−4. Preflight Briefing
Expands the listing of SUA and military training airspace
data which will be available as an “On Request” briefing
item.
t. 7−1−11. Flight Information Services Data Link
(FISDL)
Deletes name of vendor no longer providing service and
makes significant updates to reflect new information.
