Table 1-1. Responsibilities related to the delivery of a safety oversight audit
ENTITY  RESPONSIBILITIES 
Contracting State  . Establish and manage an effective national safety oversight system, which takes into account the effective implementation of the critical elements of a safety oversight system and addresses all aviation-related activities of a Contracting State in their totality. 
International Civil Aviation Organization (ICAO)  Safety Oversight Audit Section (SOA)  . Manage the ICAO Universal Safety Oversight Audit Programme. . Implement the comprehensive systems approach for the conduct of safety oversight audits. . Develop and maintain safety oversight standard auditing procedures. . Ensure and maintain the quality of the audit process and audit products. 
Air Navigation Bureau (Headquarters)  . Develop SARPs and guidance material for implementation and use by States. . Support SOA in the conduct of audits, provision of training, seminars and workshops, and in the analysis of information submitted by States as may be required from time to time. 
Regional Offices  . Support SOA in the conduct of audits, provision of training, seminars and workshops, and in the analysis of information submitted by States as may be required from time to time. . Follow up on the implementation of corrective action plans and provide advice to States. . Coordinate regional activities related to the safety oversight audit programme. 
Regional Organizations  . Assist States to successfully meet their safety oversight obligations as may be required. . Cooperate with ICAO through specific agreements to enhance the safety of the aviation system and safety oversight capabilities of States and other safety oversight-related activities. 


1.5 DEFINITIONS AND AUDIT TERMINOLOGY
When the following terms are used in this manual, they have the meanings indicated. These definitions supplement those contained in ISO 19011 and may have been expanded for safety oversight audit purposes.
Adequate. Fulfilling minimal requirements; satisfactory; acceptable; sufficient.
Assessment. An appraisal of procedures or operations based largely on experience and professional judgment.
Audit. A systematic and objective review of a State’s aviation framework to verify compliance with the provisions of the Chicago Convention or national regulations, conformance with or adherence to Standards and Recommended Practices (SARPs), procedures and good aviation safety practices.
Audit activities. Those activities and procedures by which information is obtained in order to verify that the audited State is in conformance with, or adherence to, applicable Standards and Recommended Practices (SARPs), procedures and good aviation safety practices. Such activities may include, but are not limited to, interviews, observations, inspections, and the review of files and documents.
