6.3 FINAL SAFETY OVERSIGHT AUDIT REPORT
The final safety oversight audit report is the official ICAO report of the audit conducted. It contains the detailed information found in the interim safety oversight audit report, the State’s corrective action plan and comments, and an analysis of progress made on the implementation of the State’s corrective action plan.
6.3.1 The final audit report represents the official ICAO report of the audit. The structure and contents of the final safety oversight audit report will be similar to the interim safety oversight audit report, with the exception that the final safety oversight audit report will include an analysis of the corrective action plan submitted by the audited State, comments made by the audited State and information on any progress made by the audited State on the implementation of the corrective action plan.
6.3.2 Any comments and further information on the final safety oversight audit report by the audited State should be provided to ICAO within 30 calendar days after the draft final audit report has been submitted for State’s review. The final safety oversight audit report, in its entirety, will be made available to all Contracting States through the secure website of ICAO, within 30 days after receiving the State’s comments.
6.3.3 SOA is responsible for preparing the final safety oversight audit report, and C/SOA is the authorized and accountable ICAO officer for the integrity and quality of the final audit report.

6.4 STATE CORRECTIVE ACTION PLAN
Following the closing meeting, the audited State is expected to initiate the development of a State corrective action plan addressing each finding and recommendation presented by the audit team, should it be required.
6.4.1 The State’s corrective action plan responds to the audit findings and recommendations by proposing action to ensure that the State develops and establishes an effective safety oversight system, as well as to bring the State’s regulatory framework into conformance with, or adherence to, ICAO SARPs, procedures, safety-related guidance material and good safety practices.
6.4.2 The audited State is expected to initiate work on a corrective action plan at the completion of the audit. The allotted time for completion of the corrective action plan is 60 calendar days from receipt of the official interim safety oversight audit report, or approximately 150 calendar days from the day the closing meeting was conducted and a copy of the draft findings and recommendations was provided to the State.
