Accordingly, the Assembly:
a)  resolved that a universal safety oversight audit programme be established, comprising regular, mandatory, systematic and harmonized safety audits, to be carried out by ICAO; that such universal safety oversight audit programme shall apply to all Contracting States; and that greater transparency and increased disclosure be implemented in the release of audit results;
b)  directed the Council to bring into effect, from 1 January 1999, a universal safety oversight audit programme accordingly, including a systematic reporting and monitoring mechanism on the implementation of safety-related Standards and Recommended Practices;
c)  urged all Contracting States to agree to audits to be carried out upon ICAO’s initiative, but always with the audited State’s consent, by signing a bilateral Memorandum of Understanding with the Organization, as the principle of sovereignty should be fully respected;
d)  urged all Contracting States to ensure that the results of the audits be used for safety-related purposes only;
e)  directed the Council to apply the resources made available in order to implement the ICAO Universal Safety Oversight Audit Programme; and
f)  requested the Council to report to the next ordinary session of the Assembly on the implementation of the programme, to review its progress and experience gained, and to present to the Session proposals for funding the programme on a long-term basis.
2.4.2 In recognition of the success achieved by the USOAP, the 33rd Session of the Assembly (September – October 2001), through Assembly Resolution A33-8, resolved that USOAP be expanded to include audits of Annexes 11 — Air Traffic Services and 14 — Aerodromes as of 2004, and other safety-related fields, such as aircraft accident and incident investigation (Annex 13 — Aircraft Accident and Incident Investigation), provided resources would be available for further expansion.
2.4.3  In addition, Assembly Resolution A33-8, inter alia, requested: 
(i)  the Secretary General to adopt a more flexible approach in the implementation of USOAP 
on a long-term basis, including the strengthening of the regional offices; and 
(ii)  the Council to ensure the long-term financial sustainability of USOAP, phasing in all of its 
activities into the Regular Programme Budget, in due course. 
2.4.4  The  preparatory activity  to  implement Assembly  Resolution  A33-8,  with  respect  to  the 

expansion of the Programme, showed that a piecemeal approach to audit only limited Annexes (11, 13 and 14) was no longer viable and that there was a need to address safety-related provisions contained in all safety-related Annexes at the same time. Thus, on the recommendation of the Secretariat and the Air Navigation Commission, the Council decided to delay the expansion of the Programme by one year and proposed to the 35th Session of the Assembly the transition of the Programme to a comprehensive systems approach for the conduct of safety oversight audits.
