2.6.5 Built-in security protection will ensure that access to the SOA website in respect of submitted information will be limited to SOA and the specific State. A State will not be able to access information submitted by another State, unless it is authorized to do so, as part of the full transparency requirement mandated by the Assembly (A35-6 refers).

AUDIT POLICY AND PRINCIPLES

3.1 PROGRAMME OBJECTIVE
The objective of the Universal Safety Oversight Audit Programme (USOAP) is to promote global aviation safety through auditing Contracting States, on a regular basis, to determine States’ capability for safety oversight by assessing the effective implementation of the critical elements of a safety oversight system and the status of States’ implementation of safety-relevant ICAO Standards and Recommended Practices (SARPs), associated procedures, guidance material and safety-related practices.
ICAO Assembly Resolution A32-11, dated 1 October 1998, enhanced by Assembly Resolution A35-6, dated 6 October 2004, forms the basis of the ICAO policy and objectives for conducting safety oversight audits.

3.2 SAFETY OVERSIGHT AUDIT OBJECTIVES
The primary objectives of an ICAO safety oversight audit are to:
—  observe and assess the State’s adherence to ICAO Recommended Practices, associated procedures, guidance material and safety-related practices;
—  
determine the degree of conformance of the State in implementing ICAO Standards;

—  
determine the effectiveness of a State’s implementation of a safety oversight system, through the establishment of legislation, regulations, licensing, certification and control capabilities;

—  
determine State capability for safety oversight; and

—  
provide advice to Contracting States to improve their safety oversight capabilities.

In addition to the above primary objectives, the Programme would also benefit global aviation safety by the disclosure of audit information through:
a)  the dissemination of the final safety oversight audit report to all Contracting States;
b)  the dissemination of safety-related information from the Audit Findings and Differences Database (AFDD), maintained by SOA; and
c)  the publication in Annex Supplements of differences to SARPs.
Dissemination of reports, the availability of AFDD-based information and publication of differences will provide sufficient safety information to enable Contracting States to make decisions with respect to their responsibilities for safety oversight.
