5.7 STATE-SPECIFIC SAFETY OVERSIGHT AUDIT PLAN AND ON-SITE WORK PROGRAMME
A State-specific safety oversight audit plan and on-site audit work programme will be developed by the team leader and relevant information forwarded to the State concerned for its concurrence for conducting the on-site audit.
5.7.1 The purpose of the State-specific safety oversight audit plan is to outline the sequential process of the on-site audit and provide the State with valuable information on the conduct of the audit. Last-minute modifications to the State-specific safety oversight audit plan are not overruled; should they be necessary, the audit team leader will inform the State authorities during the opening meeting.
5.7.2 The audit team leader will develop a State-specific safety oversight audit plan in coordination with the TC/SOA. The State-specific safety oversight audit plan will include the following information: a) dates of the on-site safety oversight audit; b) objectives of the on-site safety oversight audit; c) scheduled dates for opening and closing meetings; d) identification of the State civil aviation system key personnel (State safety oversight coordinator would have been already appointed and acknowledged to ICAO); e) scope of the on-site safety oversight audit to be conducted and audit areas to be covered; f) identification of documents necessary to conduct the safety oversight audit; g) travel and administration plans (entry/exit visas, security clearances, health requirements, etc.) as well as the travel schedules of audit members; h) the language to be used for the on-site safety oversight audit, the audit preparation briefing material for team members and the on-site audit mission package;
i) identification of priority issues brought to the attention of SOA from reviewing material provided and other documents available to ICAO or information received on the status of aviation activities in the State;
j) team members’ assignments and responsibilities; and
k) contents and scope of the post-audit briefing.
5.7.3 A tentative on-site audit work programme shall also be developed at this time and forwarded to the State for consideration. The tentative work programme of audit activities includes visits to State aviation authorities regional offices (if any), air transport operators, manufacturing companies, maintenance organizations, training schools and institutes, air traffic service providers, aerodromes, accident investigation organizations (if available), shippers, etc.
5.7.4 The State-specific safety oversight audit plan shall be forwarded to all the assigned audit team members for information and comments prior to the commencement of the on-site audit.
5.8 AUDIT TEAM MEMBERS’ BRIEFING
5.8.1 The team leader shall convene an audit team members’ briefing prior to the commencement of the on-site audit.
5.8.2 The audit team members’ briefing to be conducted one day prior to the opening meeting shall be held on-site with all audit team members, observers and other personnel assigned to the mission present.
